Job Description

Job PURPOSE

The Technical Coordinator of WASH is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of WASH. He/She plays a leading role in providing technical inputs to the WASH strategy and project development at the local and national levels. Moreover, he/she supports the Project Teams in the planning, design, implementation, supervision, and potential expansion/development and administration of technical WASH interventions.

OBJECTIVES

To develop context-specific and relevant WASH programming strategy and support the funding of its roll-out to sustainably raise ACTED's profile as a credible WASH actor in Afghanistan

To coordinate ACTED’s WASH activities, provide technical support to WASH projects, define coherent WASH implementation modalities, tools and methodologies build the WASH capacity of staff

DUTIES AND RESPONSIBILITIES

  • Act as key ACTED representative on WASH in Afghanistan
  • Ensure external representation of ACTED in WASH sector, vis-a-vis country and local authorities, other project stakeholders, donors and partners
  • Participate in and report (internally) on WASH technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter­ governmental institutions
  • Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on WASH
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others.

 

Project Development

  • Collect analyze primary and secondary data related to the WASH sector ie Afghanistan;
  • Analyse the activities in the WASH sector and relevant stakeholders
  • Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant needs assessments in close collaboration with AMEU
  • Lead WASH project conceptualization workshops
  • Provide technical inputs into proposal design and ensure new or adapted projects for the WASH sector focus on maximizing efficiencies, impact and integrated approaches

 

Internal WASH Technical Support and Coordination

  Coordination

  • Support the development and maintenance of a coherent WASH strategy across ACTED's areas of intervention in Afghanistan
  • Promote harmonization of approaches and methodologies across the different WASH projects by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning
  • Brief Project Managers about main WASH issues, and update them regularly.
  • Organize internal WASH meetings on a monthly basis.

Technical Leadership

  • Define WASH project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution, and sensitization)
  • Lead the development of all technical tools related to WASH projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports...);
  • Analyze the appropriateness, adequacy, and potential impact of all interventions in the WASH
  • sector based on known contexts and needs
  • Provide technical support to the Project Managers and other WASH staff to implement the ACTED WASH projects to a high-quality standard;
  • Liaise with WASH technical staff regularly to ensure technical assistance is provided to projects when needed
  • Disseminate tools, research, best practices, and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

Job Requirements

  • Minimum of bachelor’s degree in water and sanitation engineering, civil engineering, Public Health, or relevant technical WASH specialization (Master's degree will be preferred)
  • At least five years of work experience with designing and implementing water and sanitation systems in IDPs, refugee and migrant contexts, maintaining sanitation systems, and implementing hygiene promotion programs, including 3 years in a humanitarian setting; or equivalent combination of education and experience.
  • An appreciation of WASH in health facilities and outbreak preparedness and/or response.
  • Demonstrated analytical, motivational, communication, project conceptualization and planning skills;
  • Experience in developing WASH strategy, clear and realistic activity planning; overseeing implementation, tracking the progress, reporting against the agreed indicators, and managing the project budget
  • Experience in emergency and early recovery phases, including assessments and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian and development contexts.
  • Experience and understanding of key intuitional donors’ policies, guidelines, and strategies e.g. USAid, OFDA, ECHO, DFID, and UN
  • Demonstrated experience in WASH proposal development and preparation of internal and donor reports.
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government
  • Demonstrated knowledge of linking WASH activities with other humanitarian sectors.
  • Ability to understand gender-related challenges within the beneficiary groups
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure well
  • Demonstrated experience in working closely with support functions on activity and procurement planning.
  • Fluent in English is required
