ActionAid is a non-governmental & non-profit international organization working towards achieving a world without poverty and injustice in more than 40 countries in Africa, Asia, Europe, and the Americas.

ActionAid started its activities in Afghanistan in 2002 and was registered in Ministry of Economy of Afghanistan as non-governmental international organization “INGO”.

ActionAid-Afghanistan committed itself a long-term work with poor and excluded sections of the society through the Human Rights Based Development Approach, WASH, and livelihood programs in multiple provinces of Afghanistan.

 

Job Description:

Under the supervision of the Program Manager, WASH specialist is responsible for leading in the design, implementation and monitoring of food Security and Livelihood project focusing on Water, Sanitation, and Hygiene (WASH) program interventions within the AAA Province region. The purpose of the position is to support the improvement of access to sustainable WASH services and overall wellbeing of communities. In carrying out his/her work, the WASH specialist interacts with other technical specialists in the organizations and communities across the region.

  • In coordination with the Program Manager, the WASH Specialist will Provide technical support to the Program team and partner at the province level.
  • Conduct technical assessments and data analysis of WASH services.
  • Plan and organize capacity building programs for community water management and water quality.
  • surveillance and response planning, sanitation, and hygiene promotion
  • Work with PC  to design and implementation of WASH related activities within AAA
  • Ensure program efficiency and delivery, in particular referring to cost effective and innovative solutions to accelerate trend of access with analysis of potential and sector environment.
  • Develop Bill of Quantities (BoQs), and tender documents when necessary for rehabilitation of WASH Facilities
  • Supervise the engineering work related to WASH projects.
  • Provide technical expertise related to the planned WASH programs works carried out by projects.
  • Ensure that expenditures and budgets are well monitored, and activities are implemented and completed within budget and schedule.
  • Ensure that all WASH program is within the acceptable sector and country standards.
  • Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the AAA programs and partners.
  • Draw a capacity building plan and build capacity of AAA staff and partner on Water, Sanitation, & Hygiene (WASH) projects.
  • Develop technical resources (e.g., standard operating procedures (SOPs), manuals) to guide AAA’s WASH Project interventions, drawing from international best practices, along with field specific observations.
  • Participate and represent AAA in WASH sector meetings.
  • Support Monitoring, Evaluation, Accountability and Learning (MEAL) team to conduct project monitoring and evaluation of the projects.
  • Document and manage the resources generated from WASH projects monitoring and evaluation for improving future program quality.
  • Write WASH reports and submit them to the Program manager.
  • Perform other relevant tasks as assigned by the organization
 

Job Requirements

  • Bachelor’s Degree in civil, Mechanical engineering, Geological Engineering or any other

relevant discipline.

  • 3 years’ experience in WASH infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation, and monitoring) and good understanding of current WASH sector trends and indicators.
  • Experience working with donors and understand donor requirements and how to meet them.
  • A project management background with the ability to implement projects within budget and time frame.
  • Practical experience in managing WASH projects.
  • Understanding of other disciplines like Electrical, Mechanical, Piping, Instrumentation, Electronics & Communication from site activities point of view.
  • Knowledge and understanding of WASH best practices, monitoring and evaluation systems and procedures.
  • Experience in supporting programme staff and partners to work with communities in a sensitive and participatory manner.
  • Computer literate (MS Office) and proficiency on engineering software (Auto CAD) an asset
