Objective 1: Supervise and follow up of the program activities;
Responsible for the planning, implementing, and supervision of all project activities
Identify communities, beneficiaries and the intervention in collaboration with the Field Coordinator, WASH Head of Department and his deputy; make an inventory of existing facilities and evaluate the WASH needs in targeted communities
Provide technical, management and administrative support to WASH Program implementation
Ensure the supervision of the programme objectives and organize the WASH teams
Support the WASH Supervisors on proper and on-time implementation of the Cash for Work component
Manage project budget
Ensure quality and respect of deadlines of the projects implementation
Lead and conduct the needs/technical assessment of the targeted communities with development of the report
Monitor implementation of activities and conduct regular visits to the project site
Regular technical follow-ups and evaluations in the field
Identify and anticipate problems or constraints during the project implementation and propose solutions or improvements for better performance
Coordinate with relevant Technical departments to ensure project activities are in line with AAH technical guidelines
Communicate with Field Coordinator on the implementation of activities to highlight challenges and ways forward
Plan the activities in order to respect the planning of the proposal and ensure that the program will not face delays and/or challenges
Design and ensure the maintenance and implementation of reporting and monitoring tools to keep track of Programme activities and ensure that all relevant documentation is produced and made available upon request
Close coordination and follow up with log department supplier/contractor for signing of the contract for WASH hard component activities
Develop design and drawing package for hard component activities with support of the WASH DHoD/HoD
Participate in the elaboration and improvement of AAH tools related monitoring, security, finance and logistic, based on request,
Develop Activity Progress Report (APR) tool and ensure validation by Technical Heads of Department and Flying Field Manager.
Provide a monthly narrative and quantitative update of project activities through the APR
Share weekly updated Sit-Rep with Field Coordinator
Draft donor reports and share with Field Coordinator in a timely manner
Ensure that all reports are prepared following donor’s guidelines, and respecting donor’s deadline
Analyze the relevance and adequacy of the intervention with respect to the evolution of the context and needs.
Respect the principles, charter and values of AAH
Ensure all data from the field are provided on weekly and on monthly basis
Communication with the team and collaboration with the Field Coordinator and WASH HoD, logistics and administration department
Objective 2: Human Resource management and capacity building of the team
Ensure that recruitment of all project positions is done in a timely manner
Carry out appraisals of all project staff according to HR role and procedures, end of probationary period and before the end of the project implementation
Communicate internal grievances between project staff to Field Coordinator and HR department.
Provide update HR Follow up tools and share with Field coordinator and HR department on weekly basis.
Organize the movement of the teams and provide weekly, monthly movement plan.
Ensuring all sub-ordinate well informed about COVID19 status and its spread in target community on daily basis,
Facilitate training for project team with support of WASH HoD on hygiene promotion, proper handwashing and monitoring
Evaluate regularly the qualifications, qualities and motivation of the team.
Objective 3: Ensure regular communication with stakeholders
Present in external and internal coordination meetings with stakeholders (e.g. NGOs, UN agencies, governmental institutions, clusters etc.)
Participate in regional WASH clusters when requested
Inform local authorities about all aspects of the programs
Involve and inform the communities and the relevant stakeholders about the implementation of the program activities
Conduct regular visits and maintain contact with other NGOs working in the area
Contribution and follow-up on administrative documents (MOU, handover…) jointly with governmental authorities, communities or partners
Ensure the appropriation of the different activities by the communities
Support the organization’s overall knowledge management through collecting and promoting good practices and lessons learned
Objective 4: Supervise Logistics and Financial resources
Prepare the Procurement Plan in collaboration with the Logistics department
Anticipate and raise all procurement requests related to the project activities
Coordinate with the Logistics department to follow-up on the deliveries of requested items
Ensure donor’s guidelines are respected in regards to items procurements
Direct, lead and manage the various WASH hard and soft component activities including Cash for work, administrative, operational and financial management responsibility for the project
Verification of the required material for the program
Submit weekly reports concerning movements, materials purchase, delivery, stock management
Overall management of the program budget
Validation of the expenses related to the program.
Follow-up the budget with the WASH HoD and the Field Coordinator.
Submit the procurement request (check of the quality and the quantity of materials) and monitor the purchase with the logistics and WASH HoD and the Field Manager.
Objective 5: Ensure and respect security rules
Share the movement plan with security focal points on weekly basis
Respect security movement plan
Ensure that security procedures and guidelines and followed
Inform project supervisors and project staff about any security incident happened in the targeted area
Inform his/her line manager about any security incident in a timely manner
Follow up with the HAS department, Field coordinator and Deputy Field Coordinator and regarding security in the area of implementation and safety movement of the team
Objective 6: MEAL:
Coordinate with Monitoring, Evaluation, Assessment and Learning (MEAL) department to develop and finalize project monitoring plan.
Follow the project indicators and monitor the facilities (execution delays, quality of the facilities…) with AAH tools
Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
Support the MEAL department to ensure that all beneficiaries’ complaints are addressed
Integrate MEAL recommendations into project implementation
Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshop
Coordinate with the MEAL department and the feedback mechanism
Conduct KAP survey (baseline and endline survey) with WASH and MEAL teams
Undertake any other task assigned by the supervisor
University Graduate (University degree at Civil engineering, Hydraulic, construction, water supply management, Applied Management and any other related fields)
Minimum 3 years of experience in national and/or international NGOs including at least 2 years in WASH programs
Good knowledge of geology, hydrogeology, civil engineering, water supply, water quality analysis, sanitation and hygiene
Similar experience in managing project with “CASH for Work” component is an asset
Emergency studies and experience in WASH, Emergency response, behaviour change communications, and hygiene-related topics is an asset
Strong experience in project cycle management
Knowledge in conducting training and capacity building,
Strong experience in and familiarity with protection and gender-related issues in Afghanistan and/or emergency
Good organization, planning and reporting skills
Strong interpersonal and communication skill
Good team interaction and positive attitude
Familiar with Word, Excel, and Skype
Excellent communication in both Dari and English languages
Basic Knowledge on Health/Nutrition
