SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

   Scope of work:

          SCA's rural development programme aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance. The WASH Officer will be responsible for supporting the planning, managing, and reporting of wash components for the Rural Development Projects. The position holder will work closely with the RD team and target groups to design and implement WASH and Construction interventions.

 

Main Responsibilities:

 

  • Under the direct supervision of RD Senior Officer/RD Manager, The WASH Officer will be responsible for the technical planning, surveying, designing, supervision, and monitoring of water pipe scheme networks.
  • Act according to the policy and regulations of SCA
  • Keep updated with issues related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good co-operation with SCA units and local authorities
  • Project design and estimation for all RD construction projects.
  • To train, Coordinate, Manage, supervise, survey, and follow up WASH activities monthly.
  • To visit and supervise WASH projects during implementation stage and guide WASH social organizers and hygiene education promotors.
  • Prepare and provide project progress report to the immediate supervisor in a timely manner.
  • Conduct feasibility study, need assessment and technical survey of WASH projects
  • Design, estimate and provide required technical documents for the WASH projects
  • Regular supervision of project materials, labors/contractors to ensure good quality of work
  • Provide technical advice, support, and oversight to community projects throughout the province in close coordination with all CDCs.
  • To assist Rural Development Program staff and prepare monthly progress report for all WASH projects
  • Submitting field-level information and analysis to Line Manager.
  • Any other tasks assigned by line Manager which may include activities like coordinating implementation of related infrastructure projects, expedite construction works and arranging technical meetings with external stakeholders, to enforce the implementation of SCA financial regulation and procedure in RD activities
  • To support cross-cutting initiatives among the different units of SCA
  • To participate actively in ensuring broad understanding and acceptance by local communities of the RD project and SCA in genera.
 

Job Requirements

  • Bachelor’s degree from recognized university in engineering faculty, water resource management with related professional field.
  • At least 2 years relevant experience, especially within an NGO, UN agencies, similar Organization or relevant governmental sector. Working knowledge of civil engineering design, working knowledge of drafting, work knowledge of water network Surveying, Designing, working knowledge of computer aided drafting system and Engineering software Water GEM and Epanet.
  • A good understanding of rural development and rural communities in Afghanistan.
  • Previous experience working with I/NGO or UN agencies
  • Good communication skills in English and fluency in Dari and Pashto
  • Commitment to the mission and the core values of Swedish Committee for Afghanistan
  • Willing to stay in field locations and travel in all SCA coverage areas
