About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main Duties & Responsibilities:

WASH Programming:

  • Effective and timely implementation of all interventions outlined under WASH/CLTS  intervention.
    • Inclusive institutions for Wash committees are in place and functional;
    • Target communities and poorest households have access to safe drinking water sources and latrines;
    • Increased community knowledge and practice about appropriate WASH behaviors and environmental health
    • Increased access for schools and CBE classes to safe drinking water sources and sanitation facilities in all target communities.
  • Systematically review outcome level deliverables, annual plans, procurement plans and budget under WASH/CLTS section.
  • Act as a focal point for WASH/CLTS related matters related to Cluster meetings and Government line agencies representations

Technical Assistance and Capacity Building:

  • Provide technical guidance and support to partners on all water, sanitation, hygiene promotion related issues, to ensure quality, cost effective, sustainable and impact soundness in their implementation and in accordance with Concern Wash guidelines and standards including UN international standards
  • Lead in the formation of WASH committees and enable them to conduct hygiene, water and sanitation education activities at the community level.
  •  Lead in the development of KAP (Knowledge Attitude Practice) survey tools and instrument and lead in the conduct of the survey in close collaboration with MSRP M&E officer.
  • Lead the implementation of CLTS (Community Lead Total Sanitation) approach in all target areas.
  • Develop appropriate IEC materials and generate a database of all these items.
  • Develop a strategy in identifying and strengthening capacity of male and female Hygiene champion.
  • Organize door-to-door public education campaign in collaboration with Hygiene champions.
  • Assist CDF in developing operational work plans for CLTC and FHAG (Family Health Action Group) to conduct public education campaigns and repair and maintenance of water supply system.
  • Support for CLTC and FHAG in conducting hygiene and sanitation trainings among CDC members, community elders, CBOs, and women’s group
  • Develop and submit accurate monthly work plans and reports to the program manager and PC.
  • Provide technical support in for CLTC and FHAG and build their capacity in conducting meetings, decision-making, conflict resolution and coaching activities

Reporting and Communication:

  • Submit accurate monthly, quarterly work plans and reports and share with various matrix stakeholders and ministries.
  • Liaise with logistic and finance team for all logistical and financial related issues such as SR tracking, updating procurement plan and assuring of on time payments.
  • Participating in stakeholders meeting at national and provincial level.
  • These reports should include technical social and impact information.
  • Assist Program Manager regarding technical aspect of WASH and CLTS project activities.
  • Ensure government participation in key social events such as trainings, exposure visits, workshops etc. as appropriate.
  • Ensure to properly update M&E monthly databases and online reporting to MRRD

Capacity Building:

  • Develop training materials on WASH and CLTs related issues.
  • Develop tools and methodologies that will enhance hands-on practices in WASH, CLTS and hygiene.
  • Develop the door-to-door visit approach, train staff on how to implement the door-to-door approach, and strategy on how to rollout the approach.
  • Develop a coaching and mentoring program for CLTS and FHAG members.
  • Organize exchange/exposure visits for CLTS, FHAG, Government stakeholders and project team members.

Staff Management:

  • Effectively manage a team of WASH CDFs this includes development and review of job objectives, performance management, monthly and weekly action planning in collaboration with District focal point.
  • Development of performance development plans and implements them together with the WASH CDF /District focal point.
  • Provide, in writing feedback to the team members and keep informed Project Manager and HR, as appropriate.
  • Participate in staff recruitments when requested.
  • Approval of staff leave according to policy.
  • Staff request, reviewing and developing of job description.

Net Working:

  • Liaise with relevant government departments, NGO networks.
  • Participate in relevant national, provincial, district level meetings, and represent Concern.
  • Participate in CLTS and FHAG meeting at the district level.
  • Coordinate with local government and line ministries and other stakeholders for effective delivery of the WASH/CLTS activities and creating identify funding opportunities in WASH.

Compliance to Concern Code of Conduct (CCoC):

  • Concern is committed in the prevention of harassment, exploitation, abuse and/or inappropriate behaviour in the workplace. It is the responsibility of all Concern staff to adhere to Concern Code of Conduct[1] and its associated policies.
  • Ensure that staff and all people engaged by Concern including partner organisations engaged in Concern programmes, regardless of location, where national or international, full or part time, consultants, interns, contractors or volunteers adhere to the Code at all times. Any breach of this code by Concern staff may result in disciplinary action up to and including dismissal. In terms of staff from partner organisations, any breach of this Code may result in the suspension or termination of the partnership agreement.
  • Ensure to bring to the attention of the relevant manager or the Human Resources manager within Concern any potential incident, abuse or concern that I witness, I am made aware of, or suspect, which appears to break the standards contained in this Code.

CHS & Emergency:

  • Concern is committed to CHS to ensure downward accountability. Concern activities are guided by CHS standards in all stages both emergency and development projects /programs. In Afghanistan we also bounded our activities by Accountability framework and therefore any Afghanistan employees are responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that you accept and implement CHS standards in all your activities.
  • To give your full support in relation to emergencies when occurring in any area that Concern Afghanistan will respond.

Job Requirements

Qualification & Experience:

  • Master degree is an advantage, Diploma/degree in Health sector diploma, nursing/midwife, or related field of University or Faculty
  • Oral and written communication in English, Dari and other local languages
  • Social mobilization and public speaking skills
  • Excellent facilitation skills
  • Community Organizing skills
  • At least 3 years’ experience delivering WASH programme from an international NGO or UN agency.
  • Develop and submit accurate monthly work plans and reports to Program Coordinator/ PC.
  • Strong documentation skills
  • Experience using digital devices such as computer and DDG.

Competencies & Skills:

  • Strong computer skills preferred (MS Word, Excel, Outlook and Power Point).
  • Excellent Dari and English speaking and writing ability.
  • Ability to write reports and various correspondence in English language is an advantage
  • Strong sensitivity and respect for local cultures
  • Professional manner in dealing with community members and co-workers.
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills
  • Possess good interpersonal, communication and organizational skills.
  • Ability to work in remote communities throughout Takhar (Chah-ab & Namakab), and Badakhshan (Yawan) provinces.
  • Ability to work with community members and spend at least 60% of time in the community.
