Job Description

Overall Purpose

To implement project activities relating to community relations, beneficiary selection, training, distributions, monitoring, and staff supervision for the WASH component of the integrated project mainly consisting out of providing technical oversight for the establishing water points & hygiene promotion.

Project Overview

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity, which have been significantly affected by drought and conflict conditions.  Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

RESPONSIBILITIES

Specific Responsibilities

  • Ensure the quality of the technical work in the field (constructions/repairs of WASH infrastructure, water quality testing) by regular monitoring of ongoing construction activities and supervise the contractor in all stages of the construction work to ensure that all activities are executed as per design specifications and work schedule.
  • Be an example and guide for the Foreman to improve their technical expertise in the field.
  • Assist with selection and training of water committees, water point caretakers and water mechanics
  • Monitor the participation of beneficiaries in the construction work
  • Foster clear communication and good relationships with community leaders through all phases of the project.
  • Coordinate and support Hygiene kit distributions, ensuring all records are correctly updated.
  • Ensure data collection and reporting forms are completed and submitted accurately and on time.
  • Report to the WASH Team Leader (or PM) on a regular basis on the progress of all activities and field activities and outputs.
  • Assist surveys, monitoring, and beneficiary selection activities.
  • Foster productive communication and coordination with the project team
  • Assist Team Leader in preparation of drawings (AutoCAD), BoQ/Cost Estimates and Tender documents for all WASH infrastructures
  • Use engineering technical survey devices (GPS, Level Machine, Total station, and other remote sensing device) for further verification of survey data.

 

General Responsibilities

  • To adhere strictly to Medair National Staff Regulations, Security plans, and SOPs relevant to this role.
  • To conduct all Medair activities honestly and to report any issues to the line manager or a member of the Medair management team.
  • To be flexible and willing to assist in other areas of work as requested by the line manager.
  • Help ensure the safety of the staff in the field and inform the line manager or Manager of any development related to security in the field.
  • To comply with Medair mechanisms for Accountability of Affected Populations (AAP).

 

MAIN ACTIVITIES

 Community relations

  • Carry out / participate in assembly meetings in target villages, to explain activities, timeframes, community contributions and incentives
  • Oversee community selection of sites for water points in targeted communities
  • Organise signing of community agreements
  • Discuss land ownership and organise necessary permissions
  • Assist in payments and in-kind incentive distributions in the communities
  • Resolve any issues or report them to the WASH Team Leader to address.
  • Ensure beneficiary accountability is carried out and report any feedback/issues to the WASH Team Leader.

 

 Overview Technical Work in the communities: Water points

  • Organise and monitor construction teams of skilled and unskilled workers
  • Ensure quality of materials and work according to drawings and BOQs
  • Water point construction
    • Technical supervision for well, water supply Gravity network and solar powered system
    • Oversee construction of water points by skilled and unskilled labour in target areas

 

 Assist with Selection & Training of water committees, water point caretakers and water mechanics

  • Selection and training of one water committee for each village
  • Selection and training of one water mechanic for each water point – to work with this person during all technical installations and pass on technical knowledge, distribution of tools to the water mechanics

 

 Hygiene Promotion

  • Work with the rest of the project team to establish Behaviour Change Communication training to promote hygiene behaviour while distributing Hygiene kits

 

 Logistics

  • Support the WASH Team Leader in maintaining clear up-to-date records.
  • Follow procurement procedures and logistics procedures.

 

 Financial Management:

  • Ensure all financial accountability is completed in a timely and correct manner.
  • Prepare and oversee the transport and distribution of incentive payments to promoters.

 

 Communication & Coordination with the project team

  • Maintain a transparent, honest, and supportive communication structure with the Medair team and with communities.
  • Co-ordinate with other team members regarding the use of Medair assets such as training materials and vehicles.
  • Participate constructively in project meetings.
 

Job Requirements

PERSON REQUIREMENTS

Educational Background 

  • Civil Engineer (WASH section)
  • Hydrology, Hydrogeology, plumbing

 

Relevant Work Experience

  • 3-5 years of experience in the same field/position required
  • Experience as a WASH officer in WASH sector with drilling and construction experience
  • Familiar with the project areas
  • Experience with NGOs
  • Experience carrying out surveys

 

Language Skills 

  • Fluent in spoken & written Pashto
  • Basic English (English will be tested at interview)
  • Fluent in spoken and written English
  • Dari

 

Computer Skills 

  • Good basic working skills with Microsoft Office, this will be tested at the interview
  • AutoCAD
  • Civil 3D
  • Experience using online surveys
  • Competent using excel
  • Experience using tablets
  • WaterGEM or hydraulic software

  • Flexible to stay 1 week in Chora, Chinarto and Another districts sub-base when needed
