Background

The International Assistance Mission (IAM) is an International Non-Government Organization registered in Switzerland (registration #CH-660-1239000-6) and Afghanistan (registration #001). IAM is one of the oldest NGOs in Afghanistan.

IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

 Dashte Barchi Eye Clinic is a project of IAM, which provides affordable eye care service for the people of Afghanistan and located in MoPH regional hospital (شفاخانه دو صد بستر دشت برچی) in Dashte Barchi Kabul.

Job Description

Background

The International Assistance Mission (IAM) exists to bring hope and transformation to the people of Afghanistan. We focus on building capacity in health and development sectors – seeing lives changed through eye care, community development, health projects, and education. We believe that the people of Afghanistan can build a more just, peaceful and sustainable future.

The positions sit within the Development Programme at IAM. The successful candidates will work with the Community-based Health and WASH (CBH and WASH) Programme in Lal Wa Sarjangal district. CBHWP is an integrated programme aiming to improve health of the working districts in Lal.

The WASH Engineer will oversee technical surveys, drawings, and construction monitoring for a water pipeline project in Lal wa Sarjangal district, ensuring adherence to quality standards and protocols, while also enhancing the capacity of masons and facilitating collaboration with the Provincial Rural Rehabilitation and Development department.

Key Responsibilities

  • Conduct technical surveys to assess project requirements, site conditions, and logistical considerations.
  • Prepare detailed drawings and designs using CAD (Computer-Aided Design) software, ensuring accuracy and compliance with project specifications.
  • Monitor construction activities to ensure compliance with quality standards, safety protocols, and project timelines.
  • Provide technical guidance and support to masons and construction teams to enhance their capacity and ensure efficient implementation of project activities.
  • Collaborate with the Provincial Rural Rehabilitation and Development department to coordinate project activities, obtain necessary approvals, and address any regulatory requirements.
  • Utilize GEM (Geographic Information System for Essential Medicines) software to analyze spatial data and optimize project planning and implementation.
  • Conduct regular site visits and inspections to identify any issues or challenges and implement corrective actions as needed.
  • Prepare regular progress reports, technical documentation, and other relevant materials as required by IAM and project stakeholders.
  • Ensure effective communication and coordination among project team members, stakeholders, and community representatives.
  • Uphold professional ethics and integrity in all interactions and activities related to the project.

Job Requirements

Education:

  • Bachelor’s degree in civil engineering, Environmental Engineering, or a related field. Master's degree preferred.

Experience:

  • Minimum of 3-5 years of relevant experience in water, sanitation, and hygiene (WASH) projects, particularly in technical surveying, design, and construction supervision.
  • Experience using CAD software for preparing detailed drawings and designs.
  • Experience with GEM software or other Geographic Information Systems (GIS) is highly desirable.
