The Organization for Promotion of Health & Community Development (OPHCD) is a nonprofit, non-political, impartial and independent organization registered with the NGOs Department of the Ministry of Economy of the Government of Islamic Republic of Afghanistan, the organization established to serve the community and advocate for better coordinating and directing the available resources and activities for provision of quality services to the communities with an equitable manner.

OPHCD, as a non-governmental organization committed for a joint mission with having dedicated and expert staff in public health, Water Sanitation and Hygiene, community development as well as volunteers who have been working in technical and managerial positions with national and international NGOs since more than a Four year. The members of senior Management Team (SMT) and Board of Directors as well as the volunteers of the organization having appropriate experience, dedication and voluntarism which is a professional contribution to the health and development sector and systems for achieving of more sustainable results. Thus, the core staff of OPHCD have over Four Years of successful experience of being directly involved in developing different policies in the areas of health, wash, education and community development, designing and implementing service delivery projects (PHC,Water & Sanitation and Hygiene, Primary and higher education, Literacy programs, youth awareness and development, Public Nutrition, emergency preparedness and response and disaster risk reduction, trainings and coordination of different humanitarian Aids. Furthermore, the SMT and core Technical, Administration and Finance staff of the organization have up to date knowledge and rich experience of Grant Management, Project Management as well as conducting professional tasks of supportive Supervision, Monitoring, Evaluation, and Researches. Likewise, developing and on-time reporting (monthly, quarterly, annual, end of project and ad-hoc reports) to the donors and stakeholders, presenting the results of the aforementioned programs at the community, organizational, national and international levels are the expertise of the organization’s technical and administrative staff.

Job Description

Main duties and responsibilities:

The TSFP supervisor is reportable to the Provincial Project Manager and TSFP coordinator of the organization and the following are the main responsibilities of the position:

  • Conduct training need assessment (TNA).
  • Facilitate/support OPD-MAM/IMAM training for TSFP-related staff.
  • Conduct regular market monitoring of nutrition commodities availability in the market, and take the required actions to prevent…
  • Liaise any issue related to the OPD-MAM program with local stakeholders and its timely resolution.
  • Support relevant project staff on proper supply chain management of TSFP at the provincial warehouse and TSFP sites
  • Coordination of TSFP activities at provincial, district, and HF Levels.
  • Performs supervisory visits from at least 24 – 30 Health Facilities/TSFP sites per month. 
  • Responsible for planning, implementation, supervision, and monitoring of the TSFP OPD-MAM-related activities for under 5 children and Pregnant and Breastfeeding women.
  • Together with the TSFP stock keeper and admin officer check over all RUSF & Super cereal receipts, stoking, supply, and check for their accuracy.
  • Conduct on-the-job training for the TSFP assistants, HFs managers, Nutrition Counsellors, and midwives at the health facilities level.
  • Identify and report problems that interfere with the delivery of services.
  • Ensure that accurate records of food consumption are kept and the HFs are advised of stock balances in a timely manner (to avoid stock-outs).
  • Make sure that the TSFP foods are arranged and distributed according to FEFO/FIFO and BBD.
  • Ensure safe, clean, and proper storage of RUSF & Super cereal at HFs/TSFP sites
  • Attend coordination meetings related to Nutrition (TSFP OPD MAM) issues at province/cluster meetings.
  • Collect, enter, and analyze HF's weekly and monthly reports and provide feedback to the HFs/TSFP with low/weak performance.
  • Control of irrational use of TSFP foods at the HF level
  • Support of staff for adherence of Nutrition (OPD-MAM) guidelines at HFs level.
  • Compare consumption/distribution of RUSF & Super cereal with monthly report/registers and stock and stock card quantity and share feedback with action plan and follow up
  • Compare total case detection with targeted SAM & MAM of total OPD and share feedback with action plan and follow-up
  • Regular preparation of feedback and action plan after each supervision/monitoring and sharing with line manager and TSFP assistants and HFs staff.
  • Assist TSFP Officer/TSFP Project Focal Point and TSFP team if need
  • Regular request, use, and requests of TSFP-related formats.
  • Preparing monthly supervision and action plan
  • Responsible for timely request of food from WFP and monthly base data entry.
  • Regularly evaluate progress towards indicators achievements.
  • Any other relevant duties assigned by the line manager.

Job Requirements

Qualifications:

  1. Education
  • MD General Medicine or Stomatology or Bachler degree in Public Health or Nutrition certified by the higher education authority in Afghanistan.
  • Advanced Nursing, Midwifery, Pharmacy & other Allied Medical Science disciplines.
  • IMAM, MIYCN, Nutrition SoP, Monitoring, and Supervision training are an asset.
  1. Experience
  • MD or Bachler of Public Health degree with at least 2-3 years full-time working experience in a Nutrition program including 6 months to one year in the supervisory positions.
  • Nursing and other Allied Medical Science degree with 3-5 years full-time work experience in a Nutrition program including  6 months to 1 year in the supervisory positions.
  • Supervisory position experience for female candidates is an added value.  
  1. Additional requirements
  • Good computing skills including word processing, spreadsheet design, and PPT presentation.
  • Strong interpersonal communication and leadership skills.
  • Community-level work experience and skills.
  • Able to communicate in English, Pashto, and Dari with good speaking and writing skills;
