About UNAMA

The United Nations Assistance Mission in Afghanistan (UNAMA) is a UN Special Political Mission established to assist the state and the people of Afghanistan in laying the foundations for sustainable peace and development. UNAMA was established on 28 March 2002 by United Nations Security Council Resolution 1401. Its original mandate was to support the implementation of the Bonn Agreement (December 2001). Reviewed annually, this mandate has been altered over time to reflect the needs of the country and was extended for six months, on 17 September 2021, by UN Security Council Resolution 2596 (2021).

The Council also requested the Secretary-General to prepare a written report by 31 January 2022 outlining “strategic and operational recommendations for the mandate of UNAMA in light of recent political, security, and social developments” in Afghanistan.

UNAMA is headed by the Special Representative of the Secretary-General (SRSG) for Afghanistan, Deborah Lyons, who was appointed to the post in March 2020, replacing Tadamichi Yamamoto. Previous SRSG’s were– Lakhdar Brahimi who served from October 2001 to January 2004; Jean Arnault from February 2004 to February 2006, followed by Tom Koenigs from March 2006 to December 2007, Kai Eide from 2008 to 2010, Staffan di Mistura from 2010 to 2011, Ján Kubiš from 2012 to 2014, Nicholas Haysom from 2014 to 2016 and Tadamichi Yamamoto from 2016 to 2020.

Since 2008, and following a directive of the UN Secretary-General, UNAMA is an integrated mission. This means that the Special Political Mission, all UN agencies, funds and programmes, work in a multidimensional and integrated manner to better assist Afghanistan according to nationally defined priorities.

The SRSG is responsible for all UN activities in the country and directly oversees the Security Section, Strategic Communication Service, Human Rights Section, and Peace and Reconciliation. The SRSG’s Chief of Staff oversees UNAMA’s Field Offices.
Two deputy Special Representatives (DSRSG) oversee the main pillars of the mission – political and developmental issues. Included under these pillars are mission sections specializing in issues such as political analysis, reporting, and outreach, and donor coordination, as well as the coordination of UN agencies funds and programmes.

Job Description

Within delegated authority, the Telecommunication Assistant will be responsible for the following duties:

Radio Communication and Rigging:

  • Monitoring, Configuration and Maintenance of UNAMA TETRA System including Provisioning Centre and Mobile Switching Office (MSO).
  • Install, Configure and Maintain TETRA RF Sites and Control Sites in different locations of UNAMA offices. Configuration and Maintenance of TETRA Handheld and Vehicle Mobile/Base stations used by UNAMA and other UN Agencies which are connected with UNAMA TETRA system.
  • Support initiatives related to UNAMA TETRA Centralization and update all the UNAMA TETRA Repeater, Radios which are connected to Centralized TETRA system.
  • Installation/dismantling of supported and self-supported Towers and Pump Masts and installation of VHF/UHF/HF Antennas on the Towers and Masts.
  • Configuration, Installation and Maintenance of all Radio communication equipment, VHF/UHF/HF Base and Mobile stations and vehicle tracking system with different types of antennas inside UNAMA mission area.
  • Performs tasks related to scheduled services requests with minimum delay.
  • Arrange work schedule and report day-to-day activities to supervisor.

    Assets Management:

    • Assists in the receiving, inspecting and verification of all incoming ICT assets and supplies; issues CITS equipment and enter the records in the asset control system.
    • Assists in preparation of the scheduling of deliveries of equipment to users and coordinates returns of CITS equipment to the warehouse.
    • Maintains and controls proper records for all expendable and non-expendable CITS assets using the organisation’s enterprise asset management systems, such as Galileo.
    • Updates and administers asset databases, tracking life cycle of all assets.
    • Monitors the physical inventory of stocked items on a regular basis to ensure accuracy of records, and location of property.
    • Performs any other duties as required.

    Communications Centre Support:

    • Processes of all incoming and outgoing Code Cables and facsimiles in a timely and efficient manner; observes and monitors the reliability of the communications equipment facilities.
    • Assists in the maintenance of a proper filing system of all outgoing and incoming daily correspondences either by hard copy filing method or by electronic means.
    • Assists in identifying files for archiving and performing same using the appropriate electronic archiving system; Opens and closes new logging sheets for the proper recording of new outgoing and incoming messages that will facilitate the preparation of statistics chart.
    • Provides first echelon maintenance to the equipment use by the facility.
    • Respects and observes the confidentiality of any or all of the documents that flow through the Communications Centre.
    • Performs other related duties as required.

      Operations Support:

      • Performs related administrative duties, as required, such as drafts routine correspondence, and assists with the 15 coordination of the travel programme.
      • Monitors accounts and payment to vendors and individual contractors for services.
      • Assists with the coordination of physical space planning.
      • Assists with the administrative arrangements for seminars, conferences and meetings.
      • Assists with the coordination of translation/interpretation services for the section/unit.
      • Monitors status of expenditures and allotments through IMIS, records variations, updates budget tables; consolidates data received and provides support to higher-level staff with respect to budget reviews.
      • Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff.
      • Maintains files of rules, regulations, administrative instructions and other related documentation; maintains up-to- date work unit files (both paper and electronic); coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in field missions.
      • Performs other duties as required.

      Other duties and responsibilities:

      • Ensures that all the required spare parts and supplies are in place so as to minimize downtime of ICT equipment.
      • Assists with the regularly scheduled and preventative and corrective maintenance on ICT equipment.
      • Coordinates with the asset management unit regarding the upkeep of proper inventory records.
      • Assists organises the receiving/inspection of new equipment.
      • Assists in formulating technical training curriculum and the conduct of in-house training programs for national staff and others within the unit

Job Requirements

QUALIFICATIONS AND EXPERIENCE

Education: High school diploma or equivalent is required. Additional technical or vocational training in telecommunications or other related field is required.

Work Experience: At least three (3) years of working experience in providing ICT operational support services related to Telecommunications such as Radio, Microwave, Satellite and Telephone and assets. Knowledge of TV system installation and maintenance is preferable.

Special measure: The minimum work experience for GL-4 with a high school diploma is reduced to two (2) years, instead of the standard minimum required work experience of three (3) years, and it is reduced to one (1) year with a relevant university degree (Bachelor/Master). The special measure is extended until 31 December 2022 reduces the minimum required years of relevant work experience for filling positions for UNAMA General Service and National Professional Officer positions. The special measure is applicable to all applicants.

Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in oral and written Pashto/Dari is required.
