Job Description

Participates in defining, planning, implementation and monitoring medical activities and programs in the projects in accordance with INTERSOS protocols as well as coordinates human and material related resources needed to ensure the quality of care provided by INTERSOS.

Being responsible for the coordination of medical activities and resources of the mission in support of the Medical Coordinator and of the project in support of the Programme Managers

 

Supports the analysis of data in an epidemiological approach of the overall project along side with the Medical Coordinator and in close collaboration with the health teams.

 

Duties and Responsibilities:

  • In collaboration with the Program Manager, the Medical Coordinator and the rest of team define, implement, and monitor medical activities, according to INTERSOS project plans and mission strategy, standards, and protocols. Participate in exploratory missions, situation assessments (providing technical inputs and recommendations for new and ongoing interventions in the country and defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and new project proposal and reports to donors.
  • Supervise the Medical (Midwife) Activity Managers ensuring a homogeneous mission Program approach and management across all projects and guarantying a good quality of medical activities.
  • Residing in the field/area, is the responsible in ensuring the quality of activities and report to the medical coordination any analysis or issue related to the implementation of the medical program and any humanitarian medical matters that may impact the activities.
  • In coordination with the Program Manager, establish and maintain regular and collaborative relations with relevant donors, local authorities, partners, medical actors, project stakeholders and other organizations working in the target areas.
  • Proactively participate in cluster meetings and relevant inter-sectoral coordination meetings at field level, contributing to the development of guidelines, standards, tools and strategies
  • Participate in the preparation and finalization of Memoranda of Understanding (MoU) with key stakeholders for Health and Nutrition (H&N) programmes.
  • Liaise with main health stakeholders to negotiate full and safe access to implement H&N programmes.
  • Responsible for the medical data collection, analysis, and reporting to INTERSOS Medical Coordination and DoPH, through a correct use of internal databases and monitoring tools to ensure proper monitoring of the program.
  • Provide technical support to the Medical (Midwife) Activity Managers and coaching as requested by PM & PgM through self-knowledge and policies, ensuring compliance with the protocols of INTERSOS medical activities.

  • Contribute to evaluate the Medical (Midwife) Activity Managers’ performance to improve the medical components of the project and ensure compliance with INTERSOS protocols and standards.
  • Coordinate, supervise, coach, support and evaluate the medical team members’ performance to improve the medical components of the project and ensure compliance with INTERSOS protocols and standards.
  • Plan and supervise, in close coordination with the Programme/Project Managers, the associated processes (recruitment, training, induction, performance evaluation, development and internal/external communication) of the medical staffs of the project to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
  • Supervise efficient management of the field pharmacy and medical equipment, in collaboration with the mission Pharmacy Expert and logistics department. Monitor consumption and preparation of medical orders to provide drugs, medical materials, medical devices, and consumables at all circumstances and avoid stock shortage.
  • Liaise with provincial and national health authorities for the smooth provision of supplies such as nutrition/medical supplies, vaccination, and IEC materials.
  • In close coordination with the Medical Coordinator, the Project Managers, Programme Manager, and clusters, develop and establish internal and external functional and effective referral and coordination mechanisms at field level.
  • Implement the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures, and emergency plans, managing any medical evacuation to ensure INTERSOS staff health.
  • In coordination with HQ Medical Unit is the focal person in case of absence of the Medical Coordinator and Deputy Medical Coordinator to coordinate medical activities (opening and closure of mission, interim, reduced activities, etc.)
  • Carry on any other role-related task as assigned by line manager and technical supervisor.

Job Requirements

  • Advanced university degree in medicine or other paramedical studies. Desirable degree in Public Health
  • Minimum 2 years relevant work experience as medical referent / coordinator / advisor in the humanitarian sector
  • Experience with monitoring tools and systems in the health and nutrition sectors
  • Proficiency in English, Pashto and Dari languages is highly essential [i.e., reading, writing, and speaking]
  • Essential computer literacy (word, excel and internet)

  • Prior experience in Southern Afghanistan (Kandahar, Helmand, Zabul, Uruzgan)
  • Good report writing and proposal writing skills are desirable.
  • Experience in trainings and capacity building / development of staff is desirable.
