Job Description

The Supply Chain Coordinator leads and manages the supply chain team. The post holder will ensure compliance with all SCI supply chain policies and procedures as well as support compliance with finance policy and procedure. The post holder provides effective supply chain management including, warehousing, fleet management, sourcing and procurement for all staff and teams in Sar-e-Pol, ensuring that programme teams can access timely and high quality services. The Supply chain coordinator will build professional relationships across all functions in SRP and with relevant colleagues in the country office to ensure high levels of collaboration and appropriate support. The post holder will also contribute to overall SRP programme leadership by participating in leadership and programme groups and meetings  

KEY AREAS OF ACCOUNTABILITY:

Team leadership
•    Lead the supply chain team, ensure effective team planning and that supply chain services are provided on time and to a high quality to staff in SRP
•    Effective use of performance management system (D2P) including the establishment goals, regular feedback and periodic reviews 
•    Ensure that the supply chain team have access to appropriate professional development opportunities
•    Ensure management of underperformance with appropriate performance improvement plans and celebrate team success.
•    Ensure that supply chain policy and procedure is clearly understood by all staff and monitor compliance with policies and procedures 
•    Ensure gender balance across the supply chain team and that female staff are able to access professional development opportunities 
•    Build and maintain professional relationships with function heads in SRP and supply chain staff in the country office
•    Contribute to the overall leadership of the SRP programme by participating in programme and leadership groups and fora  

Supply Chain/Procurement
•    Conduct regular demand and market assessments and develop and manage framework agreements 
•    Ensure that all procurement is carried out in an appropriate, efficiently, timely and transparent manner, in line with Save the Children policies, procedure and donor requirements.
•    Ensure efficient supply chain planning (plan, source, transport store and dispatch) and support budget holders and programme managers in developing realistic procurement plans.
•    Uphold transparency and non-discrimination in all procurement processes by ensuring that all procurement is done in an appropriate, efficiently, timely and transparent manner as per Save the Children policies, procedure and donor requirements.
•    Ensure effective data management and that supply chain documentation is appropriately filed and secure
•    Ensure that Save the Children minimum standards of Supply Chain procedures are introduced and adhered to, briefing and training all relevant staff as required within SRP

Fleet and Warehouse 
•    Ensure appropriate fleet size and type of vehicle 
•    Ensure tracking of daily movements and ensure that all staff and visitors have access to appropriate vehicles   
•    Ensure high quality fleet management and that all vehicles are well maintained, reliable and safe and that driver receive appropriate training 
•    Collaborate with the Senior Safety and Security Officer to ensure that security policies and procedure are understood and strictly adhered to.
•    Ensure proper record keeping, maintenance and control of all assets 
•    Ensure supply chain planning for dispatch, store and release of materials from the warehouse.
•    Ensure the effective management of the warehouse and that inventory updates are accurate and entered onto TIM in accordance with CO deadlines 
•    Ensure stocks are monitored and work with program teams on the timely distribution of commodities within the project life.

Asset Management
•    Ensure all program assets and GPEs in SRP office are managed in line with SCI asset policies and procedures.
•    Coordinate supply chain planning for dispatch, store and issue of materials from the warehouse.
•    Conduct regular checks on the asset list , ensure the correct assignment of SOF codes and conduct inventory controls with team as required.
•    Ensure that Asset Database is up to date with all the changes and new available information in the Save the Children’s fixed assets register. Also, maintain an acceptable level of physical inventory.
•    Ensure that the six monthly physical check of all assets, ensuring that each item’s inventory code matches the inventory list; reconcile inventory and procurement records on a timely basis.

Job Requirements

QUALIFICATIONS  
Bechelor Degree 
SKILLS AND EXPERIENCE 
•    3-5 years in leading Supply Chain in small to medium size programmes (3-10 million USD)
•    Experience in leading and managing supply chain teams 
•    Experience in managing all aspects of supply chain in an unpredictable humanitarian context 
•    Experience in working in the north of Afghanistan and fluency in Dari 
•    Experience of working to improve gender equity
•    Computer skills including using online supply chain platforms 
•    Fluency in written and spoken English 
•    Analytical and problem solving skills
