Job Description

ASSIGNMENT:

Under the direct supervision of the Engineer and Project Manager/Deputy project manager, the Sub Engineer is responsible for targeted project Infrastructures, preparing technical document, review technical design and implementation on the field, quantity checking, verifying the fact of measures according to the line manager guidance and project proposals at the field level of the programme implemented by ACTED Afghanistan and. S/he is need to show impact of the program on the field and for each household level.

He is fully responsible of his activity in terms of quality, respect of the targets, bill of quantities, and respect deadline. He / She is also responsible for any staff allocated to him for the implementation of any given project, and is expected to supervise and support each staff member accordingly.

Detailed Responsibilities:

  1. General function and objectives of the position:
  • Mainly focus and manage technical issue belong to project; survey, design, monitoring and evaluation and technical training to the CDCs in terms of their projects.
  • Implemented successfully the field level infrastructure-assets creation program activities in his area of Responsibility
  • Improving ACTED presence and visibility in the field level and working groups
  • Daily field visit for multi districts/ villages which is under a particular project to insuring work done/quality/community participation / sustainability of the program/ mobilization/capacity building/training programs/ community base accountability and confirm all the proposed activities according to the program design and feasibility.
  • To ensure that sustainable systems are set in place for longer term operation and maintenance of all infrastructures including the provision of all necessary construction training
  • Ensure that the security, health and wellbeing of staff as general on the field along with security department
  1. Main Functions and Responsibilities:
  • Staff management and coordination including masons, workers, self-volunteers, etc and liaison with local authorities and field stakeholders;
  • To ensure that sustainable construction systems are set in place for longer term operation and maintenance of all infrastructures, including the provision of all necessary training.
  • Ensure cross-program integration, learning, sharing and adoption of best practices for other ACTED regional programs;
  • Ensure the reliability and accuracy of all construction project related documentations (BoQ’s, Construction designs, Construction work plans, etc.).
  • Assessment, survey and implementation of all projects as evaluation and monitoring of rehabilitation and construction work in related community projects in the community base.
  • Daily site visit and monitoring and give technical advice to the field tech team and communities
  • Make sure the Implementation of the projects according to the approved timetable plan.
  • Trains the skill / Unskilled workers and Cooperative/SHG/CDC members and quality, workmanship controls and the volume of work with number of workers.
  • In coordination with the selected village beneficiaries, Cooperative/SHG communities, design the related construction systems and ensure technical design adapted to the village’s background or situation.
  • With committee and communities identified advice and select the construction locations, ensure of the safety, stabilities, DRR measures and appropriate of the related constructions.
  • Provide technical trainings and maintenance of the constructions to the Cooperative/SHG /committees.
  • Follow construction check list for committees/communities of each village constructions.
  • Coordinate closely with local authorities, village leaders, committees and other stakeholders for     smooth running for construction sites.
  • Follow of the payment used for the constructions with committees/communities and advice.
  • Ensure, as far as possible, that implement work include DRR components and with local materials;
  • Work closely with the team to ensure proper technical supervision of ACTED programs in the area of implementation;
  • Provide written and oral reports with explanations description of the construction process, monitoring outcomes on the field;
  • Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
  • Keep and share to line manages all the beneficiaries related records (cash grant, payments, milestones and physical progress) within the target locations
  • To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work.
  • Make sure compliance and transparency mechanism along with AMEU department
  • Prepare the weekly plan himself belongs to the field team and share to Line manager. 
  • Prepare weekly reports to the Line manager with detailing progress and challenges;
  • Any other assignment as may be required by the Line manager

3.Program related functional support with FLATS

  • Program side inputs from the community/village level to assist to develop technical documents from the area
  • Participate/Analyse verification of the deliveries/items/services as per program requirement as per the line manager guidance 
  • Maintain and update program files in the field office
  • Inform line manager wherever the program facing challenges.
  • Review and confirm all payment /completion of the works as line manager guidance/ finance procedures as per the line manager guidance 

4.Others 

  • Adhere to HAP standards as set by ACTED
  • Ensuring that gender equivalence/equity policy is implemented at all program levels and in all aspects of the programme activities.
  • Devising a lobbying and communications strategy for those areas where it is necessary to influence other parties, locally, nationally and internationally, and to advise the line manager and Country Representative.
  • Any other task as assigned by the line manager.
  • Represent ACTED in the sector working groups and interagency planning workshops at regional level
  • Ensure good communication with beneficiaries, local partners and local authorities at the field level Represent ACTED at relevant coordination meetings under the request of the Coordination
 

Job Requirements

  • Graduation of civil engineering or any related field.
  • At least 2 years of experience in planning, organizing and in the engineering sector, rural development, and any other related innovation;
  • Knowledge of professionally and core standards of engineering and requirements of local institutions (MAIL, MRRD, etc.)
  • Working knowledge of Dari and Pashto.
  • For English will preferred.
  • Willingness to travel to rural, remote and insecure areas.
  • Able to work under time pressure and long hours whenever required.
  • Resilience, flexibility, and adaptability to work successfully under stressful conditions.
