Job Description

Position summary:

The Project Manager is responsible for the overall project management including planning, implementation, budget control, oversight, monitoring and technical support of the team, coordination with stakeholders including communities, de facto authorities, clusters/ sub-clusters to ensure project objectives are accomplished within the timeframe and all donors’ compliances and requirements of the donor are met.

Specific duties and responsibilities:

  • Build and lead the project team, oversea and monitor progress and provide orientation and technical support to the team in a timely manner.
  • Provide oversight, coaching, technical support, and leadership to project team and ensure the appropriate project implementation strategies and approaches are applied to achieve project outcomes indicated in the project documents.
  • Take lead on the development of the Detail Implementation Plan (DIP), annual and monthly project action plans to track the progress, and ensure the project is delivered according to the scope of work and donor requirements and compliance within the timeline.
  • Develop a Detailed Project Spending Plan according to the approved budget and DIP in coordination with Finance & Grants team, regularly monitor the expenditures throughout the project period.
  • Coordinate with the key stakeholders including communities, de facto authorities i.e., MoEco, humanitarian clusters and sub-clusters, and I/NGOs for the effective and smooth implementation of the project.
  • Oversea and lead project implementation according to the DIP, monitor the progress of the project implementation, actual vs. planned budget (objectives, activities, and expenditures), through analyzing the relevant data systematically collected over the lifetime of the project.
  • Provide guidance and support to the team in development of Terms of References, Guidelines, and Standard Operating Procedures (SOP) for various interventions and program modalities such as Market Survey, Livelihood & Income Generation Support, Capacity building of communities including youths in Sexual Reproductive Health Rights (SRHR), Accountability to the Affected Papulation i.e., Information Hub, Community Feedback & Response Mechanism (SFRM) and various training packages.
  • Coordinate with Program Quality, Learning and Accountability (PQAL) team for the baseline and endline surveys, assessments i.e., Market Assessment and regular monitoring of the project activities to ensure quality delivery of the activities according to the indicators and targets set out on the Project Logframe.
  • Coordinate with other Program Managers and relevant team on Gender and PSEA issues to ensure that all project’s activities are implemented in line with Safeguarding Children and Young People and met the minimum standard of gender transformative programming and influencing approaches of War Child Canada.
  • Travel to the field/ communities to oversee project implementation and provide feedback to the team for quality delivery.
  • Provide inputs in quality donor reporting including data and information required by the donor and WCC management on ad hoc basis.
  • Respond to donor queries and coordinate their field visits.
 

Job Requirements

Qualification:

Academic Background and Knowledge/ Experience

  • Master’s Degree preferably in health-related discipline or in management and social sciences with combination of experience in health care management, sexual and reproductive health, mother and child health or health with five years relevant experience,
  • Bachelor’s degree in relevant field (described above) with three additional years of qualifying experience.
  • Additional qualification or certification of Project Management Professionals is highly desirable.
  • Progressive project management experience with INGOs preferably managing SRHR or health related programs.
  • Experience of working in projects and programs related to reproductive health, child protection, response to gender-based violence, gender equity and inclusion, and youth empowerment
  • Understanding and experience of working with Civil Society Organizations (CSOs)
  • Understanding of Livelihood, Vocational Training and Skills Development programing
