Job Description

MAIN PURPOSE OF JOB: The objective of the Sn Advisor SBCC  position will be to provide technical assistance services to AFIAT staff and their counterparts on issues related to SBCC in Afghanistan. The Sn Advisor SBCC in addition will supervise SBCC Officers in Kabul and ensure that duties are carried out as required and per the approved work plan.

PROGRAM DESCRIPTION:     

  • AFIAT targets policy, mid-level and service delivery agents/actors with a range of technical activities (TA). The program builds on the legacy of previous USAID TA programs while exploring innovative and evidence-based approaches to strengthening care-seeking, access to and quality of proven health and nutrition interventions. AFIAT also enhances the resilience and sustainability of the national health system through improved performance and engagement of the public and private health sectors.
  • Overseas Strategic Consulting, Ltd (OSC), in collaboration with program partners, is leading the implementation of Objective Three of AFIAT— Enhance Adoption of Optimal Health and Nutrition Behaviors—including leading overall design, development of implementation strategy and guidance and capacity building to local partners in the area of awareness and SBCC and implementation of SBCC activities.  OSC will also contribute to SBCC research and associated studies and surveys. 
  • AFIAT is seeking a well-qualified SBCC Advisor to lead the implementation of the SBCC component of the USAID-funded five-year AFIAT project. The position is based in Kabul, Afghanistan, and is open only to Afghan citizens.

Technical Activities 

  • The senior SBCC Advisor is a senior-level position. The SBCC Advisor will play a key role in designing and implementing all AFIAT’s SBCC activities with technical support from OSC’s HQ staff.
  • The senior SBCC Advisor will also provide inputs into behavioural research and measurement of SBCC activities outputs, data collection, and impact measurement as needed.
  • The senior SBCC Advisor will supervise and build the capacity of two SBCC Officers and local partners.
  • It is a long-term (five-year) position based in Afghanistan, Kabul, with frequent travel to the project provinces.
  • Coordinate the USAID/AFIAT SBCC program activities closely with the MOPH Health Promotion Directorate and other relevant agencies involved in the promotion of SBCC activities in Afghanistan.
  • Participate in the MoPH task forces pertaining to SBCC programs, and in MoPH working groups delegated to implement and evaluate relevant activities, as defined by the USAID/AFIAT work plan, within the OFAC licenses.
  • Prepare and give technical presentations on key project activities and achievements as needed.
  • Collaborate with the Principal Advisor Integrated Health Services/RMNCAH and other team members to fully align enhanced SBCC activities and community mobilization activities into the Project’s strategic objectives with attention and integration of gender equity.
  • Assist in the development, implementation, and monitoring of the USAID/AFIAT annual workplans
  • Assist in adequate and timely reporting to USAID progress of activities supported by USAID/AFIAT. This will include careful documentation and sharing of lessons learned.
  • Assist in identifying requirements for technical assistance and develop appropriate scopes of work.
  • Other duties as assigned by the Principal Advisor Integrated Health Services/RMNCAH.
  • Coordinate with and report to OSC’s advisor in all SBCC activities

Other

  • Provide management oversight for AFIAT’s SBCC Advisor
  • Carry out additional responsibilities as may be needed or assigned.
 

Job Requirements

REQUIRED MINIMUM EDUCATION: 

Minimum of bachelor’s degree in communication, social and behavior science, public relations, medicine or public health (Master’s degree in public health or any other relevant field preferred)

REQUIRED MINIMUM EXPERIENCE:                           

  • Minimum of 7+ years of relevant experience in health program management that includes improving health-seeking behaviors, including prevention, early care-seeking, and nutrition
  • Minimum of 3 years of supervisory experience.

KNOWLEDGE AND SKILLS                             

  • Demonstrated knowledge of behavior change theories and approaches.
  • Demonstrated knowledge of the Afghanistan health sector.
  • Demonstrated ability to develop and implement impactful SBCC approaches and campaigns, including audience segmentation, development and testing of materials, conducting community engagement and activations interventions.

COMPETENCIES:

  • Excellent written and oral communication skills both in local languages and English. Ability and willingness to travel to USAID focus provinces as required.
  • Fluency in the local language(s) – Dari, Pashto - required
