The Social Safeguard Officer (SSO) role is to ensure that social aspects and impacts of a project activities are effectively managed and aligned with social safeguard standards. The SSO will be responsible for assessing and addressing potential social risks, implementing mitigation measures, and promoting social sustainability. He/she work will involve collaboration with project teams, stakeholders, and communities to safeguard the interests and well-being of affected individuals and communities.
Based at the Nangarhar provincial office, the SSO's monthly activity plan includes visits to Laghman and Nooristan provinces. These visits are essential to ensure that the progress of relevant activities in Laghman and Nooristan aligns with the project mandate.
· · The Social Safeguard Officer (SSO) should conduct social impact assessments (SIAs) to identify potential social risks, impacts, and stakeholder interests associated with organizational activities or project operations.
· In close coordination with the line manager the SSO should prepare comprehensive visit plan for visiting the other CRLP provincial / districts offices on periodically basis.
· The SSO should develop and implement social safeguard policies, frameworks, and guidelines to ensure compliance with international standards and best practices, such as the International Finance Corporation (IFC) Performance Standards and the World Bank's Environmental and Social Framework.
· The SSO should establish and maintain effective communication and consultation channels with affected communities, local stakeholders, and relevant authorities to understand their concerns, aspirations, and social needs.
· Make sure the (PPEs) Personnel Protection Equipment are using by labors and fied engineers during the projects construction.
· Make sure that the project technical staff/labors/contractors fully understand the E&S rules/regulation and able to implement in site properly.
· Considering to labor law the vulnerable labors (underage, old age, disable) should not be assigning as labor in projects.
· The SSO should ensure the Field Engineers consider the relevant articles in labor law during project implementation.
· The SSO should ensure that the project staff and contractors have signed and understand the code of conduct.
· Make sure that during implementation of the projects the CDC fill-out the Grievance Redress Mechanism (GRM) forms.
· The SSO should ensure that the implementation process does not impact the green areas. It is crucial for the SSO to work closely with project staff to develop a comprehensive plan to protect and preserve these areas.
· The SSO should design and manage grievance mechanisms to receive and address complaints, grievances, and disputes related to social impacts and safeguard issues, ensure transparent and fair resolution processes.
· The SSO should develop and implement social management plans (SMPs) to address identified social risks and impacts. These plans should include strategies for community development, livelihood restoration, stakeholder participation, and cultural heritage preservation.
· The SSO should integrate gender and social inclusion perspectives into project activities and policies to ensure that marginalized groups, women, and vulnerable populations are not disproportionately affected and can benefit equitably.
· The SSO should provide training and capacity-building programs to project staff, contractors, and local communities to enhance their understanding of social safeguard requirements, promote social responsibility, and foster positive social outcomes.
· The SSO should establish monitoring and evaluation systems to assess the effectiveness of social safeguard measures and the overall social performance of the organization or project. Regularly report findings and recommendations to management.
· The SSO should collaborate with internal and external stakeholders, including social development agencies, NGOs, and regulatory bodies, to share information, coordinate efforts, and ensure compliance with social safeguard requirements. Prepare and submit relevant reports as necessary.
· The SSO must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
Any other tasks are given by the Supervisor
Education/ Qualification and Employment Benefits
Education: Bachelor degree (BSc) in Social Environmental science, Civil Engineer or related field is required.
Experience: At least three (3) years of relevant experience in Community Driven Development (CDD) projects. Familiar with community-based environmental safeguarding.
Other qualifications’ an advantage:
· Familiarity with international standards and best practices in social safeguarding, such as IFC Performance Standards, Equator Principles, or similar frameworks.
· Knowledge of social impact assessment methodologies and tools.
· Strong interpersonal and communication skills for effective stakeholder engagement and conflict resolution.
· Understanding of gender and social inclusion principles and their application in development projects.
· Analytical and problem-solving abilities to identify and address social risks and impacts.
· Ability to work independently and collaboratively in a multidisciplinary team.
· Proficiency in using social assessment tools and software.
· Certification or training in social impact assessment or social safeguard management is a plus.
Languages: Pashto, Dari and English.
