Job Description

Responsibilities

Generic responsibilities:

  1. Line management of shelter projects field staff.
  2. Adherence to NRC policies, guidance and procedures.
  3. Contribute to shelter strategy development, project proposals and provide input on needs and gaps.
  4. Manage and implement delegated portfolio of shelter projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  5. Provide regular progress reports to PM.
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Promote and share ideas for improvement and necessary changes in the activities.
  8. Ensure capacity building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

 

Specific responsibilities:

  1. Desk study of relevant documents of shelter.
  2. Interview relevant stakeholders for shelter needs and opportunities.
  3. Participate in assessment, analyses of assessment report, prepare project narrative report and prepare concept note.
  4. Produce reports on weekly and monthly base of Kabul central Office.
  5. Responsible for assessment, project planning, implementation and monitoring of Shelter projects in Kabul Province. 
  6. Shelter coordinator technical responsibility for the quality control and monitoring of project activities.
  7. Prepare Shelter technical documents (design and BOQ) and supervision tools with closed coordination of national Shelter coordinator.
  8. Active participation and close coordination with Shelter cluster in provincial level.
  9. Monitor and evaluate on going cash/voucher activities and report on unmet needs and gap.
  10. Preparing M&E matrix and mean of verification for implemented activities on time.
  11. Provide specific technical support and capacity building towards project staffs.
  12. Participate in NRC staff seminars and training, when scheduled.
  13. Any other tasks as assigned by the immediate superior.
 

Job Requirements

Qualifications

Generic professional competencies:

  • University degree in Civil/Construction Engineering or relevant degree.
  • Experience with field level coordination with UN organisations, INGOs, Donors and authorities.
  • 5 years’ previous experience from working with humanitarian organizations in complex and volatile contexts.
  • Core competency expertise.
  • Documented results related to the position’s responsibilities.
  • Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs.
  • Knowledge of international standards code for building material and testing.
  • Excellent communication skills.
  • Computer literacy.
  • Fluency in English and local language Pashto and Dari.
  • Auto CAD (2D,3D) knowledge.
  • Able to express your ideas clearly and confidently in speech.
  • Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions.
  • Maintains effective performance under pressure.
  • Able to decide what steps are needed to achieve particular goals and then implement these.
  • Good cultural, social, political and security knowledge of the area.
  • Proven communication, interpersonal and negotiation skills with strong experience.
  • Good report-writing skills.
  • Manage time effectively, prioritizing tasks and able to work to deadlines.
