Job Description

JOB SUMMARY:

CARE International in Afghanistan is currently recruiting for a Senior Project Officer position, to be stationed in Paktya, for the FAO project aimed at supporting food security and livelihood interventions in the province. Reporting directly to the Field Supervisor, the Senior Project Officer will oversee the coordination and execution of the FAO project, focusing on agricultural and livestock initiatives, cash-for-work programs, and the construction of community assets. The incumbent will be responsible for ensuring that all project activities adhere to CARE and donor quality standards, while also meeting contractual obligations to the donors. Additionally, the Senior Project Officer will be tasked with coordinating and monitoring project operations carried out by CARE field staff within the designated areas of intervention.

 

1: Planning and Implementation

 

  • The Senior Project Officer will lead the planning, coordination, and implementation of activities related to the distribution of certified wheat seed, animal feed, cash for work, and construction of community assets as part of FAO project.
  • This role will involve extensive collaboration with local stakeholders and authorities, including community leaders, government agencies, and partner organizations, to ensure effective project delivery and maximize impact.
  • The Senior Project Officer will oversee all aspects of project planning and implementation, including area selection, beneficiary selection/verification, mobilization, and delivery of assistance to target beneficiaries. Additionally, this role will be responsible for project monitoring, data collection, and documentation to ensure transparency and accountability in line with monitoring and evaluation (M&E) standards

 

2.   Key Expected Results:

  • Ensure timely and equitable distribution of certified wheat seed, animal feed, cash for work, and construction of community assets to target beneficiaries.
  • Monitor and evaluate project activities to assess progress towards key performance indicators and project objectives.
  • Document project activities, including beneficiary information, distribution records, and monitoring reports, in line with M&E standards.
  • Provide regular updates and reports on project progress, achievements, and challenges to project stakeholders and donors.

 

3: Ensure adequate project monitoring, data collection, documentation

  •  Develop and implement project monitoring plans and tools to track project performance and outcomes.
  • Collect and analyze data on project activities, outputs, and outcomes to inform decision-making and improve project effectiveness.
  • Ensure accurate and comprehensive documentation of project activities, including M&E reports, case studies, and success stories.
  • Conduct regular field visits to monitor project implementation, identify issues, and provide technical support to field staff.

Job Requirements

EDUCATION:                     University graduate in Business Agriculture Faculty  

WORK EXPERIENCE:       At least 5 years working experience in the same or similar working experience with national and/or International organizations.

 

SKILLS:                                Training, Facilitation, Report writting,

Management, Reporting,  and Computer Office package Skills, Communication and Coordination

LANGUAGES:                 Very good in written and spoken Pashto/Dari and English languages.

 

TRAITS:                                Enthusiasm for the job, good understanding of Food Security, Livelihood Agriculture and Livestock
