About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main Duties & Responsibilities

  • Responsible for overall Climate Resilient Livelihoods project implementation in the field and managing the field team on their daily activity work.
  •  Develop a high-quality annual detail implementation plan (DIP) including a detailed quarterly implementation plan with the quarterly financial forecast in accordance with the approved donors’ budget and log frame
  • Insure project field staff is trained on the CRSA approach and implements it effectively in the field.
  • Insure men and women beneficiaries supported to increase production, productivity, quality and diversity of on- and off-farm products
  • Insure men and women Men and women beneficiaries are supported to improve value addition and access to markets and services for on- and off-farm products
  • Insure formation of SHG and producer groups at the community level, train and equip them for post-production processing and value addition.
  • Oversee project budget, track expenditures and ensure that all financial activities are carried out in accordance with Concern’s financial and systems policies and procedures.
  • Liaise with District Coordinator and ensure that the project has the appropriate resources it needs i.e. vehicle, supplies and materials, etc., to effectively implement its activities.
  • Orient local stakeholders on the key features of the project and its key deliverables and timeline.
  • Develop a progress tracking system in collaboration with the M&E officer to inform the project’s accomplishment.
  • Support in the development of project review and planning system.
  • Develop training plans in coordination with technical focal leads.
  • Ensure that project goals and objectives support local community development initiatives and support building and strengthening local community institutions.
  • Ensure that local community institutions participate in local development planning.
  • Take up another task that may be assigned by the line manager and or Concern’s management to support the organization’s goals and needs.

Monitoring and impact assessment:

  • Review baseline findings and develop work plans plan that aligns with baseline indicators.
  • Orient programme staff related to the results framework in close coordination with the MEAL team.
  • Insure the beneficiary-tracking profile is frequently updated and shared with the MEAL.
  • Develop a project monitoring system that will provide qualitative and quantitative indicators that aligns to project milestones.
  • In collaboration with the M&E develop a progress tracking system that will capture project accomplishment and variances
  • Prepare Terms of reference for project consultants, trainers and or resource persons 
  • Ensure sharing of assessment surveys, research, best practices and critical lessons learned to key internal and external stakeholders.
  • Ensure that project progress, data and monitoring visit reports are shared with the Head of the Program Technical unit, key project stakeholders including the M&E team.

Reporting and communication:

  • Prepare and submit narrative reports on a monthly, quarterly, bi-annual, and annual basis to report on project progress at output and outcomes/results level as per the organization’s and donor’s requirements
  • Prepare and submit donor reports (bi-annual, and annual)
  • Document lessons learnt  and best practices, prepare case studies and stories of change, including developing a portfolio of visual documentaries (photo and video)
  • Represent Concern in the district level meetings and disseminate meeting minutes on time.

Capacity Building:

  • Ensure all SHG and producer groups are train in agriculture, livestock, and group management, leadership and decision-making subjects.
  • Ensure the development of training manuals, toolkits, and reference materials as well as documentation of capacity-building activities
  • Provide support and facilitate capacity building of local community institutions, including schools in order to enhance their resilience against natural hazards and climate change
  • Any other training deemed necessary to enhance the capacity of the team as well as Community Disaster Committees.

Finance and Logistic Management:

  • Prepare an annual expenditure plan with a monthly phased budget  plan linked with the work plan and activity plan
  • Monitor proper utilization of the project budget on monthly basis and prepare a budget variance analysis report.
  • Prepare a project procurement plan and execute it according to the organization’s logistics and procurement procedures and guidelines.
  • Work closely with the PM to allocate and monitor shared overhead costs.

Networking and external representation:

  • Work closely with other PM/Managers that work in the district.
  • Regularly update and liaison with the district and provincial government officials and the Afghanistan national disaster management authorities ANDMA and Education department.
  • Facilitate donor visits to project areas, and ensure that they are briefed properly.
  • Ensure effective coordination is in place with  national stakeholders
  • Develop an active network for mutual learning and exchange of experiences with other ARC partners in the province and at the national level
  • Develop common plans for project visibility with other ARC partners including actions that promote a positive perception of them among communities, media and government
  • Develop operational methodologies and support the development of training modules, and awareness-raising material.

Job Requirements

Qualification & Experience  

  • Bachelor’s degree B.S. in agriculture (agronomy, horticulture, forestry), B.S. in Environmental Science, Social Science or another relevant area or Bachelor’s degree with relevant professional experience. Master’s Degree (value added)
  • Minimum of 4 years’ Experience managing large development project(s) and teams.
  • Proven ability to effectively implement logical frameworks and work plans.
  • Excellent financial management, ability to plan, control and manage budgets and cash flow.
  • Understanding on use of Environment Impact Assessment Framework and Disaster Risk Reduction initiatives in civil engineering works is an advantage
    Broad experience and understanding of international humanitarian and development work, including community infrastructure, livelihoods, agriculture, community development and governance, gender mainstreaming, disaster risk reduction and emergency responses.
  • Proven and substantive expertise in policy analysis, development and advocacy, especially around leading edge DRR/eco-DRR, resilience and Climate Resilient Livelihoods/or climate change adaptation principles and practices.
  • Cleary exhibited knowledge of sustainability and exit strategies.
  • Displayed ability in preparing well-organized, coherent reports, templates and other documents.
  • Consistent and proven record of accomplishment as an exceptional team player and leader.
  • Proven ability and results from mentoring, coaching and motivating staff.
