About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Effective coordination and collaboration for effective Project implementation

  • Oversee and coordinate Concern activities of AHF WASH Project at Takhar and Badakhshan provinces.
  • Coordinate with the Emergency Program Quality Manager to ensure the implementation of activities as per the required standard and in accordance to project commitment.
  • Lead WASH emergency Projects distribution process of hygiene and nutrition items to affected populations in coordination with WASH clusters  and other related departments and write distribution reports.
  •  Assist emergency unit in design and implementation of appropriate WASH response Plans.
  • Lead the team of WASH project officers and WASH Engineers and ensure a team environment workplace, manage and coordinate over all services provided to the beneficiaries.
  • Attend and represent Concern at community, district and provincial level forums when necessary and ensure district and provincial level coordination is obtained with all the stake holders including the district governor, MOPH and DRRDs.
  • In coordination with Emergency Program Quality Manager, oversee security situation of the WASH project locations and update the project team on movement plan arrangements.

Effective and timely implementation of project activities

  • Ensure and assist on the preparation of weekly and monthly planning for AHF Project.
  • Evaluate the environmental impact of the AHF project: assess the negative impacts on environment as well as activities, which could prevent or reduce such impacts.
  • Ensure the mainstreaming of protection, conflict sensitivity and gender across all WASH project.

Organization Management and Compliances:

  • Adhere to all Concern’s project implementation requirements and standards, like use of CHS and CRM process in the responses, need assessment, response planning, post distribution monitoring/ real-time evaluation and lessons learnt exercise to all responses.
  • Ensure the gathering of data, documentation of information and sharing of relevant information and data to MEAL and PM as per the Concern’s information sharing protocol.
  • Organize and execute, and\or oversee the follow-up of the recording of the AHF WASH project beneficiary; update the data of beneficiary disaggregated by sex.
  • Develop capacity development plan to the AHF WASH project staff and ensure the accomplishment of their performance objectives.

Representation, Communication, Networking;

  • Provide regular information, briefings and reports on activities.
  • Provide updates for developing situation reports/updates on more regular basis in the initial phase of emergency and periodically in the response phase.
  • Adopt a proactive approach to undertaking relevant lobbying, campaigning and advocacy work to increase other people understanding of programme issues and to influence their approach and decisions in support of Concern’s work.
  • Advocate for identified WASH related gaps of services in the target areas.
  • Participate in Concern or inter-agency rapid assessments of disaster affected communities where necessary

 Technical Assistance and Capacity Building:

  • Oversee the technical assessments of water infrastructure and ensure appropriate measures taken to repair the damaged water infrastructure as per technical standards.
  • Maintain the technical database of targeted water infrastructure.
  • Lead the implementation infrastructure of damaged water supplies.
  • Provide technical guidance and support to Concern staff on all water, sanitation, hygiene promotion related activities, ensuring quality, cost effectiveness, sustainability, and adherence to sector guidelines, Concern WASH guidelines and standards, and UN standards.
  • Assist in the development of appropriate IEC materials and generate a database of all these items.

Reporting and Communication:

  • Submit accurate monthly work plans and reports to the PM
  • Liaise with logistic and finance team for all logistical and financial related issues such as SR tracking, updating procurement plan and assuring of on time payments.
  • Participating in stakeholders meeting at national and provincial level where needed.
  • Assist Senior Project officer on technical aspect of WASH project activities.

Capacity Building:

  • Coordinate with advisors for the development of training materials on WASH and nutrition related topics

Staff Management:

  • Effectively manage a team of WASH POs and Engineers.

Networking and Coordination:

  • Liaise with relevant IEA departments and NGOs, at provincial level.
  • Participate in relevant provincial level meetings
  • Liaise with M&E officer in updating M&E tools on monthly basis
  •  Liaise with logistic and finance team for all logistical and financial related issues such as SR tracking, updating procurement plan and assuring of on time payments.

  • Ensure field-level data collection and its maintenance for the duration of the project.

CHS:

  • Concern is committed to CHS to ensure downward accountability. Concern activities are guided by CHS standards in all stages both emergency and development projects /programs. In Afghanistan we also bounded our activities by Accountability framework and therefore any Afghanistan employees are responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that you accept and implement HAP standards in all your activities.

 

Job Requirements

Qualification & Experience  

  • Diploma/degree in WASH engineering, or other related engineering field. Master degree is an advantage.
  • At least 3 years’ experience delivering WASH, nutrition, or similar programme with an international NGO or UN agency.

Skills:

  • Knowledge of MS Word and Excellent Dari and English
  • Experience managing team, Strong documentation, facilitation, Community organizing skills

Competencies and Personal Attributes

  • Ability to write reports and various correspondence in English language is required
  • Strong sensitivity and respect for local cultures
  • Professional manner in dealing with community members and co-workers.
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills
  • Ability to work/travel  in remote communities throughout Takhar (Chaha-ab & Namakab, Farkhar, Baharak and Darqad), and Badakhshan (Argo, Arghanjkhawah, Yawan, and Koranow Munjan) districts.
  • Ability to work with community members and spend at least 70% of time in the community.

Reporting :

Proper communication skill, preparing personal file, leave record etc.
