Job Description

    1. Assist in the implementation of common data standards and promote them with in IOM mission, including the IASC Common Operational Datasets.
    2. Compile, aggregate, and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
    3. Support the operation in the analysis of processed data and information and perform data quality and consistency control.
    4. Support to coordinate inter-unit information management activities at the national and subnational level.
    5. Provide information management support to Economic Resilience Unit including information system and database development.
    6. Assist in training programme staff involved in information management activities, including data collection and data entry teams.
    7. Support and leverage geographic data for map production and use in geographic information systems (GIS).
  1. Share programme data with relevant stakeholders as requested and maintain archive data and information in-line with agreed frequencies.
  2. Provide technical Information Management support to Needs Assessment processes, specifically in beneficiary data collection, processing/collation, and analysis, including participating in joint/harmonized needs assessments with other programme and support units, leading automation process of reporting, based on programme indicators.
  3. Collect, collate, and process information and perform data quality and consistency control.
  4. Assist in designing and developing GIS data visualization, mapping, secondary data reviews, standard reports, templates, and forms, while ensuring consistency with IOM global guidance and in consultation with programme and relevant stakeholders.
  5. Share data with relevant units and maintain information system in-line with IOM processes and principles.
  6. Consult with programme and central information management unit and represent Economic Resilience Unit in meetings related to the functions.
  7. Make recommendations and provide advice on the technical information management requirements.
  8. Assist in training of data entry and data collection teams.

Education

Bachelor’s degree in computer science, Information Technolog, Demography, Statistics, Social Sciences, or a related field from an accredited academic institution with Five years of relevant professional experience

 

 or

High school diploma in the above fields of studies with seven years of relevant professional experience.

Experience

 

    1. Solid work experience in information management, data management, geographical information systems.
    2. Knowledge of the UN system and the humanitarian community, knowledge of the cluster approach.
    3. Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.
    4. Knowledge of economic resilience and livelihoods-related guidelines, standards, and indicators.
    5. Experience with handling confidential data.
    6. Demonstrated understanding of different data collection methodologies.
  1. Understanding of relational data theory.
  2. Ability to work effectively and harmoniously in a team and other units with colleagues from varied cultures and professional backgrounds.

 

SKILLS

 

  1. Proven skills to analyse statistical information.
  2. Advanced Excel skills (e.g. pivot tables, functions, etc.).
  3. Ability to formulate IM-related technical requirements and operating procedures.
  4. Demonstrated strong experience and skills in GIS and spatial analysis, as well as in cartography.
  5. Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.
  6. Ability to compile and holistically analyse diverse datasets.
  7. Experience with Angular, HTML, CSS, Bootstrap/Materialize, C#, Net Core Framework (MVC/WebAPI), jQuery required.
  8. Excellent experience with database design and SQL, as well as data analysis with SPSS or a similar statistical software required.
  9. Strong understanding of database development using MySQL, Microsoft SQL Server, or any other DBMS.
  10. Excellent experience with ArcGIS, Tableau, PowerBI and other data visualization software.
  11. Knowledge information management, software development, software engineering theory, applications and other relevant skills.
  12. Demonstrated gender awareness and gender sensitivity

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) is highly advantage.
