Job Description

POSITION SUMMARY:

The Senior Program Officer will report to the Executive Director and will be responsible for all aspects of operations conducted in the program unit of the organization. Senior Program Officer will maintain a balanced culture that combines the richness and relevance of programs with the efficacy of best project development practices, fiscal accountability, and institutional impact.

Duties and Responsibilities:

  • Lead a collaborative process with the Executive Director, execute decisions effectively in matters related to the program, and ensure that the Executive Director is informed of all the developments in a timely and effective manner.
  • Lead the performance management process that measures and evaluates progress against goals for the projects and EPDO at large.
  • Create a detailed work plan which identifies and sequences the activities needed to be completed during the scope of the projects.
  • Determine the resources (time, resources and equipment, etc.) required to complete the project.
  • Provide programmatic leadership and direction to the project assigned and also provide feedback to Executive Director regarding the regular program updates and progress against work plans.
  • Lead the performance management process that measures and evaluates progress against goals for the projects and EPDO.
  • Ensure that the projects are responsive to the needs of Afghanistan, and relevant government counterparts and community-based organizations such as religious leaders.
  • Support program inputs and systematically monitor implementation to ensure the achievement of the project’s intermediate results especially two project documents.
  • Oversee the planning implementation and management of the project and ensure the project’s programmatic integrity.
  • To mobilize public and private sector donors to support the mission of the EPDO and provide strategic guidance for resource mobilization and advance the development of new funding streams for the EPDO. Draft, update, and analysis of EPDO policy developments to international organizations, donors, government entities, and other stakeholders.
  • Identify fundraising strategies that benefit and complement the mission and vision of the EPDO.
  • To maintain strong relationships with a diverse range of stakeholders that are important collaborators in the implementation of the projects.
  • Lead EPDO engagement with government and non-government agencies, embassies, donors, community people, and other stakeholders.
  • Work closely with the project monitoring and evaluation team to ensure an effective, efficient, and responsive internal project monitoring and evaluation system.
  • Responsible for planning, development, implementation, and administration of the organization’s Human Resources function;
  •  Making sure that programs and activities are being laid out efficiently and as effectively as possible. Ensure that the activities implemented are of good quality and relevant to the mission and vision of the organization. Provide leadership and direction to management to ensure organizational compliance.
  • Work with the program team to organize the annual program and advocacy forum and other policy events on EPDO issues including acting as an EPDO speaker when required.
    Provide content for key communications material including website, 2-pagers, and annual report. Cultivate the values of Trust within the organization.
  • Execute all other reasonable duties as assigned by the Executive Director.
 

Job Requirements

Job Requirements:

  1. A minimum of 5 to 7 years of senior management experience with increasing levels of responsibility and management of staff, preferably within a nonprofit or government agency involved or related to program management
  2. A minimum of 5 years’ experience in proposal writing and fundraising with donors
  3. Demonstrated knowledge of policy and advocacy, program management, and organizational development
  4. Master’s degree required; an advanced degree preferred
  5. Language Skills: English, Dari and Pashto.
