SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

  • Produce construction designs, resolve difficult design problems/complications, coordinate inputs from other technical disciplines and stakeholders, and undertake the review of internally and externally prepared designs in order to create strategic concept and detail designs.
  • Deliver design, review or project team activities and build capability across the building design function, by undertaking work assignments in a variety of internal and external locations. 
  • Produce the design results with Auto CAD and Civil 3D programs.
  • Prepare building designs on major building infrastructure projects, in compliance with policies, standards, technical directions, guidelines, procedures and agreed requirements.
  • Contribute to the management of technical risk in building design.
  • Determines feasibility of designs considering costs, time limitations, planning, and other technical and economic factors
  • Maintain quantitative infrastructure data for the M&E source of verification
  • Contribute and Lead Project field surveys of project sites including Feasibility, Technical and advance data collection for design.
  • Develop Project Technical Proposals in line to the construction manual, project need, technical assessments, accepted standards and norms of relevant sectors include project design, estimation, action planning. Safety plan, and procurement plan.
  • Develop Design Packages for all irrigation, water management, DRR and NRM Projects as source of design activities within ABADEI.
  • Analysis & design of fixed / floating offshore/onshore structures.
  • Rate analysis and Cost Benefit Analyses of different items.
  • Lead all construction project cost estimations, control & monitor project total expenditure including verifying & checking of invoices & claims from suppliers, vendors & subcontractors to ensure that all project expenditures are captured & properly recorded.
  • Tendering, Technical bid evaluation & recommendation
  • Represent RDP in external meetings (Rural Rehabilitation Development and Economic Departments) when it comes to technical and engineering issues.
  • Take active part in planning, budgeting, and reporting of ABADEI activities related to Engineering activities
  • Travel frequently to the district to implement projects as well if there is need on engineering assistance, project engineer should travel and stay in the district. He should travel to the district at least 30% on monthly basis.
  • Perform all other duties and tasks in response to reasonable requests by the superior.

Job Requirements

  • Bachelor’s degree from recognized college or university in civil engineering, Irrigation and Water Engineering with related professional field candidates with master’s degree on Civil Engineering will be preferred.
  • 3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organization.
  • Working knowledge of civil engineering and engineering design,
  •  working knowledge of drafting, work knowledge of public works construction,
  • working knowledge of computer aided drafting system and 3-5 years working experience in a relevant field with NGOs or UN organization.
  • A Computer skill at operator level, specialty with MS office package, Auto CAD and emailing (outlook).
  • To have good supervisory, analytical, and troubleshooting abilities.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Familiarity with the Northern region where SCA operates
  • Ready to work, live and travel in an intricate and strenuous environment
  • To be an Afghan citizen
