The Senior Procurement and Logistics officer will implement delegated area of responsibilities of the procurement department in Kabul level and will manage procurement related activities of regional offices. This role will also advice country director and senior management team on procurement related activities and will be responsible for asset management, fleet management and supply chain of the organization.
Additionally, this role is expected to closely work with program and operations teams such as finance, MEAL, HR and other departments on daily basis to ensure quality and timely service to Kabul and regional offices.

Specific Responsibilities:
To provide advice and assistance to country director and senior management team on procurement and logistics related matters.
To lead on overall procurement and logistics operations of the organization.
To prepare annual procurement plan in coordination with project managers.
To conduct regular market survey, conduct due diligence process for active and potential vendors for purpose of timely updating the pre-approved vendor lists.
To maintain proper control and monitoring procedures for the procurement and contracting processes.
To ensure transparency, competitiveness and value for money throughout process of bidding, bids analysis, and the entire tendering process.
To ensure that the full procurement cycle starting from the Purchase Request to the Receipt of Goods and Services are handled in a timely manner with respect to organization policy and internal guidelines.
To be responsible for advertisement, receival of quotations, forming of Procurement Committee, bids analysis, preparing bid evaluation report, seeking final approval for the contracting with the Suppliers, and issuance of Purchase Orders and contracts.
To negotiate on the quality and cost with the possible vendors to ensure value for money on behalf of CIC/ Street Child.
To devise and execute procurement related contracts.
To discuss, negotiate and resolve complex or difficult issues with requestor and/or vendor regarding any defective or unacceptable goods or services based on inspection or quality control check to determine source of trouble and take corrective action.
To facilitate forming of quality assurance committees in coordination with country director, relevant project manager and MEAL department.
To ensure that vendor’s invoices along with required supporting documents are per the approved checklists are received in a quality and timely manner and are submitted to finance department within the monthly closing timeframe.
To ensure effective following up mechanism and trackers are in place to ensure timely processing and distribution of vendors payments.
To ensure availability of procurement related documents in digitized form within department and country director accessibility for timely decision making and processing.
To actively participate in proposal/ concept notes development to ensure cost estimations are realistically budgeted in to new projects.
To ensure that all procurement and contracting processes are in full compliance with the organisational policy, donor requirements and meets the auditing requirements.
To ensure asset register and record is updated on a timely and continues manner and tracking sheets are available on project and organization based.
To ensure consistent communication, coordination and responsiveness with the managers and field staff on the status of procurement, contracting and logistics activities.
To establish and maintain an internal tracking system for consumables/ inventories in country level.
To keep track of materials or project supplies delivered to the field offices and prepare a reconciliation between items received and delivered.
To ensure the GRN and SRNs are accurate as per the initial request (PR and PO).
To ensure the goods and services are delivered as per the specifications and BoQ with respect to quality and time.
To ensure effective coordination and management of fleet related contracting, documentation and tracking. Including renting of office and vehicles in country and regional level.
To ensure availability and documentation of vehicles log books and guarantee letters.
To ensure effective facilitations are in place for venue bookings of trainings and other programs in provincial level.
To perform such other duties as may be assigned by the manager.
Experience and Knowledge:
Bachelor’s Degree in Economics, Business Administration, management and/ or any other relevant field.
Masters and/ or any additional certification in procurement, supply chain and/ or fleet management is a plus point.
At least 4 years of relevant experience in supply chain and procurement.
Skills and Abilities:
Fluency in English language and any of local languages.
Competent and literate in English verbal and written with a sound knowledge of technical expressions.
Sound judgment and the ability to work effectively with others at all levels.
Strong assessment, evaluation, analysis and strategic planning skills.
Interpersonal communication and proven written / presentation skills.
Demonstrated ability to manage under stressful conditions.
