OHPM selected by the UNICEF and WHO and is responsible to delivering the SEHATMANDI BPHS&EPHS in KapisaPaktika and Helmand provinces and implementing other vertical projects in Khost, Parwan, Panjshir and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Description

The Senior M&E and HMIS Officer will be provide reliable, accurate and timely information and reports for planning and decision making purposes and responsible for the effective coordination and technical assistance to the OHPM provincial team for implementation of BPHS/EPHS to Assess quality of reported data; Collection, compile, analyses and provide feedback in monthly, quarterly and annually as well as will provide support to the planning, implementation, coordination and monitoring of HMIS programs and attending coordination meetings when required.

  • To Provide reliable, accurate and timely information and reports for planning and facilitate and strengthening the quality of BPHS/EPHS through implementing HMIS standard tools in the health facilities
  • To timely compile, analyse and interpret HMIS data and information received from health facilities and ensure the quality of HMIS data collection in terms of consistency and accuracy and systematic joint supportive supervision with constructive feedback and follow up action plan from health facilities
  • To ensure and adherence to establishing well-organized monthly coordination meetings In charge of HFs, PPHD and partners and follow up of decision has been made in the monthly meetings
  • To ensure good communication and coordination among HMIS in in HFs and other implementing partners and key stakeholders pertaining implementation of HMIS and reporting system maintained and strengthened in the BPHS/EPHS health facilities as well as MHNTs
  • Preparing Weekly, monthly and quarterly action plan progressive reports according to the BPHS/EPHS work plans and ensure the timely implementation
  • Compile, analyse and interpret health data and information received from health facilities
  • Ensure the provision of update HMIS forms/registers for all BPHS/EPHS related health facilities at provincial level
  • Conduct initial and refresher HMIS training to the health facilities staff as required
  • Ensure quality of data collected from health facilities and its reporting and entry in to DHIS-2 as well as to the Kabul office
  • Provide accurate and update feedback on data collected from health facilities
  • Provide reliable, accurate and timely information and reports for planning and decision making purposes.
  • Compile and submit HMIS monthly, quarterly and annual progress report
  • Provide feedback to all departments regarding their achievements and target and support by recommendations.
  • Develop monthly M&E reports of the project activities, conduct supportive supervision of BPHS/EPHS facilities performance.
  • Monitor progress of project activities, analyse it and report it to line manager.
  • Conduct supportive supervision from the OHPM provincial offices and health facilities on a monthly base.
  • Ensure that MoPH quality assurance documents and guidelines are available at the OHPM provincial offices and all health facilities
  • Ensure that health facilities staff are familiar with quality assurance document, their contents and know how to utilize these documents.
  • Ensure implementation of quality assurance (QA) standards in all health facilities and engage in activities to transfer knowledge to all of the health facilities personnel
  • Assessing knowledge, skills, attitudes and behaviour of the provincial staff and health facilities staff
  • Monitor performance of the provincial offices and all health facilities according to quality assurance and NMC checklists and take corrective actions as needed.
  • Assist in designing templates for the collection of program management data and provide necessary technical support to ensure smooth flow of data and information to provincial office.
  • Conduct and attend in joint monitoring visits from all health facilities with OHPM management team, PPHD, partners and the provincial management team
  • Take active participation in technical meetings and in joint meetings with OHPM MO Management team, Provincial management team and PPHD/PPHCC team
  • Ensure update DHIS-2/HMIS software is functional and used properly at the field office.
  • Reliable, accurate and timely information and reports for planning and facilitate and strengthening the quality of PHC services through implementing HMIS standard tools in all BPHS/EPHS health facilities prepared and maintained
  • HMIS data and information received from health facilities and ensure the quality of HMIS data collection in terms of consistency and accuracy and systematic monitoring and feedback mechanism at Central, Provincial and Health Facility levels timely compiled, analysed and interpreted
  • Adherence to establishing well-organized monthly coordination meetings with the In charge of HFs and follow up of decision has been made in the monthly meetings ensured
  • Good communication and coordination among all health facilities and other implementing partners and key stakeholders pertaining implementation of HMIS and reporting system in the BPHS health facilities as well as MHNTs maintained and strengthened

Job Requirements

  • Afghan National
  • Medical Doctor, preference will be given to the candidates with master’s degree in statistics (or a related field),
  • Fluent in English and local languages.
  • Ability to work on Microsoft Office, Excel, World
  • Familiar with Paktika province and travel to the different districts of Paktika province
