Job Description

The Senior  M&E Officer will be overall responsible for the monitoring, and evaluation of the project, ensuring quality data collection and analysis for the assessment, and information management system. He/ She will also be responsible for supporting the overall coordination of the monitoring evaluation and learning aspects of the Project, work closely with project manager, provincial coordinators, SBC officers, and social mobilizers to ensure that the M&E systems are in place and on track to collect and analyze the qualitative and quantitative data on performance indicators. Maintain quality assurances of data collected and will facilitate staff’s understanding on data collection methods to be able to inform programmatic decisions. 

Duties and Responsibilities

  • Support and work closely with the project manager, and provincial coordinators to take responsibility for the overall monitoring and evaluation of the project including assessments;
  • Manage the M&E related activities and ensure outcomes and lessons learned are integrated into the project and shared with project manager and relevant stakeholders;
  • Assist the project manager with the development of the M&E framework and M&E plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/or performance monitoring plans;
  • Responsible for the data collection, storage, analysis, and reporting, ensuring the data is of high quality and audit worthy;
  • Responsible for supporting the preparation and review of project reports in collaboration with the project team;
  • Monitor all project activities and progress towards achieving the project outputs;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project's results;
  • Ensure follow up, analysis and reporting of community feedback;
  • Set up a dashboard to monitor and respond to community feedback and behavior assessment recommendations;
  • Conduct behavior progress assessment activities and establish report with recommendations;
  • Support microplanning process (preparation, data analysis and reporting);
  • Conduct field visits of the project activities based on the monthly plan in collaboration with the project manager and provincial coordinators;
  • Perform any other task assigned by the project manager;

Job Requirements

  • A Bachelor's degree is required; a Master's is preferred;
  • Minimum Five` years of M&E experience, knowledge, and experience of M&E tools, methodologies, and approaches;
  • General experience with quantitative and qualitative data analysis is required;
  • Demonstrated expertise in statistical analysis software (Stata; SPSS; SAS);
  • Good English writing and speaking knowledge, strong computer skills, particularly with the Microsoft Office package;
  • Fluency in English and the two main Afghan languages, Pashto & Dari (writing, speaking, and comprehension);
  • Ability to work with multiple stakeholders;
  • Effective communication and writing skills;
  • Ability to work both independently and as an effective team member
