About Roots of Peace/AMP:

Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program.

 

AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 12 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation.

In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies:

  1. Connecting Farmers to Domestic Markets
  2. Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products
  3. Support for Remote Rural Areas

 

Activities include:

  • Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity.
  • Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots.
  • Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings.
  • Building the capacity of agribusinesses to maximize output and quality for domestic markets.
  • Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging.
  • Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products.

AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

 

Job Description

POSITION SUMMARY:

The Senior Liaison Specialist will constantly communicate with the ROP country representative and is responsible for developing and maintaining effective working relationships with all partner ministries to ensure the efficient implementation of ROP's projects.

Tasks to Support Role:

  1. The Senior Liaison Specialist shall coordinate and control any related standard activities with partner ministries, such as Ministry of Economy, Ministry of Finance, Ministry of Agriculture, Irrigation and Livestock, Ministry of Interior, and others, under the authority of the ROP country representative.
  2. Maintain effective coordination with line ministries to promote ROP activities in the country.
  3. Review quarterly ROP project reports and prepare a summary in local language for submission of quarterly report to MAIL to keep them up to date on ROP activities.
  4. Coordinate with the ROP project focal point to receive inputs for the timely upload of the six-month MOEC report and submission of hard copies with supporting documents to the relevant department, as well as obtaining a submission receipt for the ROP record.
  5. Attend coordination meetings with partner ministries and keep them up to date on ROP ongoing and planned activities.
  6. In charge of processing visas, work permits and registration for expatriates.
  7. In charge of processing the vehicle's green book and AV permit extension.
  8. Responsible for continuing to fill out documents, updating the tracker sheet, and obtaining records of IN/OUT letters to partner Ministries.
  9. Assess the customs clearances of goods or commodities related to program inputs procured aboard.
  10. Report on monthly and quarter basis to the ROP Country Representative
  11. Undertake other duties and responsibilities commensurate with the role and level of this job as may be requested by the ROP Country Representative
  12. Provide inputs (text and photos) for bi-weekly report.

Job Requirements

Education:

  1. A bachelor’s degree in Agriculture or Business administration is desired.
  2. Good knowledge of management, communication, coordination, conflict management, leadership, analyses, report writing, evaluations, assessment, and presentation.

 

Work Experience:

  1. Minimum of 7 years of progressively responsible working experience in coordination, communication, and/or project management experience preferably in an international development organization.

 

 Skills:

  1. Must have demonstrated understanding of coordination and project management skills with diverse team and large flow of information and activities.
  2. Must be able to work independently and prioritize, show initiative experience in an NGO setting.
  3. Ability and flexibility to work under stress and understanding to address sensitive social and/or political issues.
  4. Fluency in both spoken and written local languages Dari and Pashto and understanding of English.
  5. Demonstrated planning, analytical and problem-solving skills.
  6. Ability to set priorities and manage time effectively.
  7. Ability to think and communicate clearly with others.
  8. Advance computer skills especially in Microsoft Office.
  9. Strong analytical and communication, report writing and presentation skills.
