Job Description

Job Purpose:

The role of Senior Humanitarian Access and Liaison officer is to support the HI teams in representation with key stakeholders in Afghanistan. The role is particularly aimed at increasing humanitarian access by starting and developing relationships with key stakeholders. improving contact networks in Kabul and in other locations where HI is working and/or is planning to start activities, and ensuring adherence to Humanitarian principles. The Senior officer will continuously analyze, and regularly report on the humanitarian access context, identifying obstacles, and proposing suggestions to overcome them, maintaining main humanitarian principles and HI values.

 

The Duties and responsibilities may include but not limited to: 

  • Under the supervision of his/her manager, establish and maintain contacts with key stakeholders, facilitating collaboration and exchange of information.
  • Assist in providing humanitarian access suggestions to SMT; negotiating and mediating humanitarian access and contextual understanding.
  • Assist in the responsibility for contributing to the development and implementation of guidelines for humanitarian access and engagement with local authorities articulating standard HI policy and guidance.
  • Work to ensure that HI, its mission, and work in the areas of operations and with stakeholders are known and accepted.
  • Assist his /her team in providing technical input and advice in assessments to consider new HI programs in new geographic areas.
  • Regularly follow up on humanitarian access incidences (information gathering, liaison, reporting, etc.) and update the HI access database, reporting to main access coordination bodies. 
  • Support his/her manager and HASM in Conducting and delivering training, sensitization sessions, and advice for staff and visitors addressing humanitarian access issues.
  • Contribute to promoting, and supporting the integration of humanitarian access approaches into program design, implementation, and operation.
  • Support HI field SMTs to conduct principled and sustainable dialogue with relevant local actors in line with humanitarian principles and HI’s standards and values and with the support of his/her manager and HASM.
  • Attend Humanitarian access meetings and network with other Access community.
  • In close collaboration with Support and Program teams, lead on Project registrations with the Ministry of Economy.
  • In close collaboration with the Operation team lead on Project MoUs with sectoral Ministries.
  • In close coordination with HASM and PAA ensure the implementation of Access guidelines.
  • In collaboration with his/her manager, responsible for facilitating and making HI work known in key areas and Ministries.
  • In collaboration with his/her manager, responsible to lead on expatriate legal entry and stay in the HI Afghanistan Program.
  • In close collaboration with compliance, finance and logistic teams lead on tax issues tax exemptions with MoEc and other when required.
  • Support operational teams in the areas of intervention to engage with local authorities and solve any access issues.
  • Contribute to the work with HASM and other colleagues to implement training materials and methodologies that will assist HI staff in humanitarian access issues.
  • Perform any other tasks advised by the Line Manager within the reason of the role

Job Requirements

Qualifications and Skills:

  • Bachelor's degree in Social Sciences, International Relations, Political Science, or a related field
  • Minimum 3 years of Knowledge and experience working in Humanitarian Access and coordination mechanisms, especially with Humanitarian organizations
  • Excellent experience as a mediator/ negotiator.
  • Good knowledge of Negotiation and Conflict management
  • Proven ability to create networks and build relationships with local authorities, community, stakeholders, etc.
  • Understanding of Humanitarian principles and Access challenges in Afghanistan.
  • Demonstrated problem-solving skills and judgment
  • Good level of Proven representation skills, such as speaking/presenting at meetings and providing situational analysis
  • Demonstrated ability to manage under stressful conditions
  • Speaks and writes clearly and effectively in Pashto and Dari languages
  • Good speaking English languages
  • Excellent interpersonal skill is required
  • Cross-cultural awareness and sensitivity (esp. gender and ethnicity) is required;
  • Good knowledge of using computer.
  • Certified training in Humanitarian access, or relevant field.
