About Aga Khan Health Service-Afghanistan

Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of  Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan

Job Description

  • Verify monthly payroll for NPO compile the regional Payrolls with all appended activities along review and reconciliation.
  • Oversee on prepare monthly tax reconciliation reports for all regions and annual tax statements.
  • Oversee and supervise prepare monthly Hiring and Separation report.
  • Supervise the preparation and maintain monthly payroll file “hard copy” for NPO and other regions.
  • Supervise the preparation of “full and final settlements” for outgoing employees.
  • Oversee on maintain up to date attendance and leave records and assist in verifying Leave Forms for leave balances receipt from regions.
  • Oversee the Separation and CLEARANCE PROCEDURE.
  • Manage the preparation of all reports and information pertaining to annual budget(s).
  • Prepares HR reports to home office on monthly, quarterly, and yearly basis.
  • Facilitate preparation and obtaining of TIN for all AKHS staff with TIN department of MoF.
  • Assist in Preparing HR reports as required by AKHS A management, MOPH and AKDN Head Office
  • Provide support to NPO-HR and Regional HR staff in conducting Annual Performance Appraisal process, follow up of forms collection.
  • Oversee on implementation of HR policy: Thoroughly read and understand AKHS’A HR policy manual Assist Managers/Head of departments in developing of Job Descriptions and amendments required.
  • Participate in interview sessions, initiates long listing and shortlisting.
  • Manage Annual budget preparation for all kinds of training, workshops, and seminars with the help of finance department. On time conducting of all planned on job training and learning sessions as part of continuing education and learning skills program.
  • Oversee Performance Planning and Review Process if required.
  • Overseen the implementation of HRIS in AKHS, A.

Job Requirements

Education:

  • Master’s degree in business administration, Human Resources and Social Sciences relevant degree, with significant and proven experience in human resources management, including recruitments and personnel management.

Experience:

  • Minimum 2 years of experience in a similar role; 4 years of relevant HR experience.
  • Experience working with international organizations or donors is a plus; health HR knowledge is preferred.

Skills:

  • Ability to competently assess priorities, manage a variety of complex activities simultaneously in a time-sensitive environment, and meet competing deadlines, confidentiality.
  • Proven ability to work successfully on a team in a fast-paced environment.

Technical Skills

  • Solid computer skills; proficiency in word-processing, database management, and spreadsheet programs; Microsoft Office preferred.
