About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Overall objective

The Senior Health Liaison Officer (further referred to as SHLO) The SHLO support the health coordinator and deputy health coordinator in coordinating with partners and relevant stakeholders in order to improve efficiency and quality of health activities,and strengthens PUI’s health service provision in order to ensure compliance of the health services provision to quality standards, recommendation and lesson learnt. SHLO works under the supervision of  Deputy/Health Coordinator and the technical health team in the field providing direct support to Project Managers and the health team to harmonize and standardize processes, tools and guidelines among the mission. He/She In collaboration with the MEAL manager will participate to the evaluation and learning process of health related activities.ensures, through day-to-day visits to the field and provision of trainings, the coherence of the activities with PUI’s health framework, national and international protocols/guidelines as well as best practices. Additionally, SHLO is liaising with the authorities in any health related communication.

Tasks and Responsibilities

  1. Programs: He/She conducts  Evaluation, monitoring and quality improvement activities of health service provision, while integrating PUI’s health policies, national/international health standards and guidelines.
  2. Human Resources: He/She supports the health team, provides technical support to Project Managers for recruiting technical staff and facilitates technical training activities on the basis of identified needs.
  3. Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.
  4. Representation and Liason: He/She represents PUI with partners, authorities and local actors involved in the implementation of health programs.
  5. Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
  6. Strategy: He/She contributes to the development of new interventions on the basis of identified needs.

Specific objectives and linked activities

1. External Liaising and Representation (25%)

  1. He/She liaises and conducts outreach with officials and staff of key institutions at national, provincial and district level on all aspects relevant to PUAMI operations (including support to logistics in liaison with MoPH and customs concerning international procurement)
  2. He/She liaises and maintains close working relationships with variety of stakeholders and other actors relevant to PUAMI health interventions. Pro-actively seeks coordination with partners in the region and on a nationwide level, organizes meetings, networks and facilitates referral pathways
  3. He/She represents PUAMI at external meetings and with other entities, and ensures that highlights of those are streamed to relevant staff members and/or reported directly to Health Coordinator and Field Coordinators/Heads of Field Bases
  4. He/She undertakes initiatives to develop joint activities with other actors such as assessments, needs analysis, trainings
  5. He/She prepares and/or contributes to written communication materials including background briefs, correspondence, communication products as required to ensure development and maintenance of external relations
  6. He/She supports in organization of meetings with institutional actors and other relevant stakeholders
  7. Quality Assurance of Health and Medical Interventions (25%)
  8. He/She works under the supervision of the Health Coordination or deputy health coordinator and in close collaboration with coordiantion team to improve the compliance to quality standard of health activities or services provision.
  9. He/She supports trainings need assessments (TNA) of project health staff in the mission.
  10. He/She organizes meetings and facilitates training for medical/health staff based on the TNA and other occurring training based on validated curriculum and tools.
  11. HE/She propose external training for specific training
  12. He/She supports Health Coordination and Project Managers’ training plans for PUI health staff, supporting the communication with local and international partners when requested (UN agencies, MoPH staff, PPHD, hospitals, and others).
  13. He/She oversees the implementation of Standard Operation Procedures (SOP) developed by the Health Coordinator, in coordination with Project Managers for quality assured health service provision in their geographical region.
  14. He/She supervises, in coordination with the Health Coordination and Project Managers, the operation of health activities and monitors the quality of care in their geographical region.
  15. He/She ensures proper archiving of all the documents, tools and training materials produced and ensures the availability for all the health teams in the mission.
  16. In coordination with the Health Coordinator, Project Managers, Mission Pharmacist he/she ensures, appropriate health service provision, usage of medications, medical consumables or equipment according to the implemented Standard Operation Procedures in their geographical region.
  17. He/She continuously supports the health team in monitoring through use of checklists, standard monitoring tools and field observations.
  18. He/She continuously supports the development of awareness raising materials and campaigns
  19. He/She engages and monitors the implementation of recommendations and action plans
  20. Health Data and Reporting (20%)
  21. He/She collects data from the programs and reports on a regular basis to MoPH, Health Cluster, HQ STC team (mainly Health Advisor, MHPSS Advisor and Pharmacy Advisor) and all relevant stakeholders
  22. He/She is responsible for ensuring that data in HMIS reporting is collected in a proper manner, validates it and prepares plans for quality improvements according to the reporting results
  23. He/She ensures that epidemiological data are recorded, analyzed and shared by the health team in coordination with the Health Coordination, Project Managers and MEAL team.
  24. He/She contributes to or verifies technical written outputs including reports, background briefs, sectorial needs analysis
  25. Internal Support (15%)
  26. He/She coordinates internally provision of day-to-day support to project managers and other health staff across all the bases ensuring that implementation of health activities remain aligned quality standard,recommendation and lesson learnt
  27. He/She provides substantive technical guidance to Field Coordinators/Heads of Field Bases and other staff members as requested
  28. He/She provides technical support during the process of recruitment, induction and discharching from duties of health department staff members
  29. He/She provides logistical and representational support for visits of PUI staff (from HQ or Mission leadership)
  30. He/She supports, in collaboration with the Pharmacy Department, that health staff are provided with safety equipment appropriate to their activities e.g. personal protective equipment (PPE) etc. adapted to their activities and ensures use them according to the guidelines.
  31. He/She ensures all staff is trained and regularly retrained in provision of 1st aid and possesses other relevant skills appropriate to the working context and needs
  32. He/She plays an active role in recruitment (interview, tests, etc.) when support is requested by the Health Coordinator.
  33. Evaluation and learning activities (15%)
  34. To participate to evalauation and leazrning process
  35. To support the MEAL manager in developing adapted evaluation tools regarding health activities
  36. To participate in the evaluation and learning activities to ensure that adequate quality standards are used as reference
  37. Ensure that technical recommendation from lesson learnt are taken into account in project design

Team Management

  • No direct line management
  • Functional link with all Field Coordinators, Project Managers and health staff working as part of PU-AMI Healthcare Interventions (including Medical, Nutrition, Pharmacy and MHPSS teams).

This position is managed by the Deputy Health Coordinator as line manager.

Job Requirements

  • 2-3 years of releveant expereicnes
  • Medical Doctor
  • Knowledge of international health standards, guidelines (e.g. Sphere, WHO, UNFPA)
  • Previous experience with NGO
  • Solid supervision and training skills
  • Must be able and willing to travel to all provinces of Eastern region with overnight stays
  • Knowledge of procedures: institutional donors (OFDA, ECHO, UN agencies…)
  • Experience working in areas of MHPSS and Protection
  • . Excellent command in written and spoken English
