The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Position Overview
The Senior Grants Officer serves as the primary liaison for subgrants awarded to partner organizations
under the grant. Reporting to the Senior Grants and Procurement Manager, the Senior Grants Officer is
instrumental in managing the entire grant-making process, including the solicitation of proposals and
applications, grantee evaluation, grant awarding, grantee payment management, and the oversight of
monitoring activities, such as field visits and reporting. Additionally, the Officer will contribute to the
capacity-building efforts of all subgrantees, providing practical operational guidance to strengthen the
management capabilities of both local and international non-U.S. organizations, ensuring they meet
contractual obligations and reporting standards. The role also emphasizes the importance of costeffective
project implementation, compliance with donor and country-specific regulations.
Responsibilities
• Participate in developing budgets for sub grantees.
• Oversee accuracy, presentation and timeliness of all grant financial reports.
• Advise and contribute to the design, development and implementation of grants
• Provide support to staff and subgrantees on administrative policies and procedures for grants
management, including Jhpiego’s grants management policies, procurement procedures under
sub-grants, interpretation of donor rules and regulations, and subgrantee monitoring.
• Review sub grantees monthly invoices and monthly expenditure reports.
• Review supporting documents accompanying invoices and expenditures when subgrantees
submit requests for reimbursements, liquidations, financial status updates, and monitoring.
• Provide financial review feedback for all sub grantees and assess the implementation of the
recommendations set forth on regular basis.
• Monitor and report on subgrantee performance, including expenditure analysis and financial
commitments, while coordinating with finance and technical teams to develop mitigation
strategies.
• Collect and maintain comprehensive documentation related to the submission and transmittal of
reports specific to grants under prime awards, including an inventory of property held by
subgrantees, VAT reports, audit reports, and other financial deliverables from subgrantees.
• Enhance the capacity of subgrantees in grants and finance management, ensuring compliance
with both donor and Jhpiego policies.
• Conduct site visits to subgrantees to provide project management support and training on donor
rules and regulations.
• Organize and maintain all financial project documents and files related to the grant process and
individual subgrantee activities.
• Perform reviews and due diligence to address contractual issues, problems, or disputes arising
from grants, and make recommendations for resolution, in consultations with the supervisor, to
the Operations Director and Contry Director.
• Serve as the primary point of contact for all vetting requirements across the entire UHI projects,
coordinating closely with the VSU and facilitating the vetting process to ensure compliance.
• Assume additional duties and responsibilities as assigned.
Qualifications and Requirements:
• Bachelor's degree or equivalent with five to six years of relevant experience
• Minimum five years of experience in grants design, accounting and/or subgrant management on
large donor-funded international projects
• Demonstrated expertise with cost principles, reporting requirements, financial regulations and
management systems
• Demonstrated experience working on USG funded projects and knowledge of USG rules and
regulations
• Results oriented and strong decision-making skills
• Understanding of performance improvement and training techniques
• Excellent verbal, written and presentation skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense
pressure to perform
• Ability to travel to provinces at least 25% of the time
• Fluency in English and Dari/Pashto languages
