SCA Background
The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:
SCA has been actively involved in the Afghan education sector for more than 34 years, engaging in both service delivery and capacity building. The programme aiming at increased access to quality education for Afghan children, improved quality of education, and capacitated national education system is implemented in 14 provinces in central, east, southeast, north, and northeast parts of the country through five Regional Management and one Liaison Offices, all provided with technical support by the Kabul-based Education Programme Unit (EPU).
The Senior Education Officer (Inclusive CBE & Mainstream School) is a core member of the Education Project Management team at the Regional Management Office (RMO) and Liaison Office levels. In cooperation with the team members, she/he is responsible for providing input to the Project Manager on managing and implementing of the SCA education projects in relation to general education, capacity development & active participation in education affairs in accordance to SCA Policy (position papers and work plans) and Education Directives. She/he is responsible for assisting Education Project Manager (EPM) in implementing, monitoring, and evaluating of SCA education projects. She/he gives relevant inputs for the maintenance of project plans, databases, filing systems, and other records. The post holder is direct line supervisor of Education Field Supervisors, Inclusive Education Resource Persons (IERPs) and Special Education Resource Persons (SERPs). She/he contributes to improving the quality of the education outcomes through regular monitoring, supervision, and providing on-spot support to the EFSs, IERPs, SERPs, Preparatory Education Classes (PECs), and CBE teachers. The incumbent spends about 40% of his/her official time in the field to work with EFSs, IERPs, SERPs,), and PEC and CBE teachers and provides on-spot support to them. Aimed at improved community participation, he/she is obliged to work with School Management Shuras (SMSs).
The post holder is obliged to make sure that SCA-supported Educational Facilities (CBSs, Nomad CBS, Coaching Classes, Early Childhood Development Classes, and Accelerated learning interventions) are inclusive and running smoothly and within the set plans. She/he is to ensure that project-level indicators are achieved in the most effective and efficient manner. The post holder remains in close contact with the district as well as provincial level education authorities, sister organizations in the region and School Management Shuras (SMSs) for sustainable results.
