We are helping children get a better education, we make it possible for more boys and girls to attend school, we help children protect themselves and influence their own conditions. We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers
ROLE PURPOSE:
The Disability Program Officer, under the coordination of the Senior Disability Program Officer, will be responsible for ensuring that the organization’s disability projects are fully implemented. These projects include four key areas of work:
* Promoting change in practice at field levels through the provision of technical advice and training to UNHCR and other humanitarian partners, including identifying gaps and opportunities to strengthen disability inclusion in programs, piloting actions and monitoring effectiveness of these interventions.
* Supporting DPOs to engage more in refugee issues at country, regional and global levels through awareness raising, training and the provision of sub-grants in selected contexts or projects.
* Building the evidence base on disability inclusion in gender based violence (GBV) programming in humanitarian settings through piloting and evaluating strategies, and designing technical tools and resources for GBV practitioners, in partnership with the IRC Women’s Protection and Empowerment team.
* Promoting policy and practice change within the broader humanitarian community through the dissemination of findings and reports from field work, and targeted communication and advocacy campaigns with UN agencies, NGOs, donors and humanitarian practitioners.
SCOPE OF ROLE:
Reports to: Child protection Sr. Program Manager
Dimensions: Design and implement field assessments and training packages on disability inclusion for field partners, and monitor the outcomes of field visits.
Communicate and coordinate with field partners in the planning of field visits, and manage the logistics of related travel.
* Document findings of field visits, capturing progress, barriers and recommendations for advancing disability inclusion in a variety of programs and contexts.
* Grants management, including monitoring, reporting and financial oversight, as well as the preparation and monitoring of any sub-grants delivered in the projects.
* Represent the WRC’s disability work at meetings and conferences, and contribute to advocacy and communications campaigns.
* Assist with continued fund-raising for the WRC’s disability work, including proposal development.
* Collaborate and coordinate with other WRC staff to promote disability inclusion across other programs in the organization.

KEY AREAS OF ACCOUNTABILITY:
Support the project planning and implementation of assigned project activities at the field level (Thang Binh district in Quang Nam province), ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened. This includes project annual and quarterly activity and budget planning; assist partners in preparing project advance and liquidation, data collection, reporting;
Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners (parents association, schools, organizations of persons with disabilities, relevant government district departments) in strengthening the community interest, involvement and support networks.
Liaise with various community stakeholders in Quang Nam (district people committee, organization of persons with disabilities; parents associations, district departments of health, education, social affairs etc.) and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.
In coordination with the project team support capacity building events for community representatives. Monitor and report on project activity implementation at local levels.
Assist local partners in compiling data provided at the community level as per project requirements and contribute to the preparation of reports.
Assist local partners in following policies and procedures in compliance with relevant donors (Caritas Australia and CRS) at local level including project accountability towards the project beneficiary effectively (including child protection policy).
Participate in proposal development and growth for Disability program as assigned by the Program Manager.
