About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

General responsibilitiesمسؤلیت های عمومی :

Under the supervision of the MEAL manager and in close collaboration with MEAL, technical, program and field teams, the senior data officer is in charge of ensuring effective, accurate and timely collection, management and analysis of program and MEAL data, as well of the supervision of data-related activities in the East.

Objective 1هدف اول : Data management

Activities/Main dutiesفعالیت ها/ وظایف عمده: Ensure effective collection and management of program and MEAL related data

• Ensure data collected is well-organized, accurate and disaggregated, based on project requirements.
• Contribute to the creation, update and maintenance of PU-AMI data management and reporting tools
• Identify missing data and follow-up with program and field teams to ensure quality and accuracy of data
• Review data and follow-up with program and technical teams to correct any errors of inconsistencies
• Upon request from your line manager, conduct field investigation and cross-check information received
• Provide regular feedback to program, technical and field teams to improve data quality and accuracy
• Ensure that program, technical and field teams know well PU-AMI’s data collection and management system and tools and are able to use tools and follow internal processes
• When relevant, suggest new tools to collect and manage data and reinforce the relevance of PU-AMI data management and reporting systems
• Specify information management systems for different operational departments
• Contribute to adapting the data management system
• Support the data management structures within the base and enhance the overall output of the teams
• Identify key aspects of the data management team and project working relationship to highlight areas of weakness that require stronger working systems

Objective 2هدف دوم: Data analysis and reporting

Activities/Main dutiesفعالیت ها/ وظایف عمده: Ensure effective analysis and reporting of program and MEAL related data

• Contribute to the formatting of data collected and develop data presentation documents and reports
• Collaborate with MEAL manager, program and technical teams to ensure effective and in-depth analysis of data collected, to inform programming and foster program quality
• Collaborate with MEAL manager, program and technical teams to prepare learning exercise and present information gathered after analyzing program and MEAL related data

Objective 3هدف سوم : Communication and coordination

Activities/Main dutiesفعالیت ها/ وظایف عمده: Ensure clear communication and coordination within PU-AMI and with external stakeholders

• Communicate and disseminate data management procedures, policies and tools to program, MEAL, technical and field teams
• Ensure constant communication with field, program and MEAL teams to ensure effective, accurate and timely collection, management, analysis and reporting of program and MEAL data.
• Ensure constant communication and coordination with your manager and your colleagues
• Represent PUI-AMI in working groups related to data management and in meetings with partners and authorities

Objective 4هدف سوم : Supervision & support

Activities/Main dutiesفعالیت ها/ وظایف عمده: Ensure the supervision and the well-distribution of the data-related activities and provide technical support to MEAL and project teams.

• Provide the Data Entry Officers and Assistants with technical support
• Supervise the collection and compilation of weekly/monthly reports from all supported health facilities and mobile health teams
• In coordination with the Project Managers and the Executive Project Manager, coordinate the distribution of the activities between the data entry officers and assistant
• Design and lead training in line with enhancing capacity amongst the project teams

Objective 5هدف سوم : Data Protection

Activities/Main dutiesفعالیت ها/ وظایف عمده: Ensure the compliance of the PU-AMI’s data management system with data protection high standards

• Participate in designing a data storage system that respects high standards of data protection
• Ensure PU-AMI data are safely archived and shared
• Ensure that data and reports are shared on time with partners and authorities paying strong attention to data protection
• Provide training in data protection to MEAL and project teams’ staff
