Job Description

ROLE PURPOSE:

The Senior Capacity building officer (CBO) is responsible for the training need assessment of national Trainers, Provincial DSMS and GDAS staff supporting AQL specialist in Designing and implementation of trainings on national and provincial level. Below are the key responsibilities of Senior Capacity building officer

Key Accountabilities

The main responsibilities of the position holder:

Program Implementation and Monitoring:

  • In support from AQL specialist and Program coordinator initiate the training need assessment of national and provincial level DSMS and GDAS staff. Find out the gaps and share it with AQL specialist for designing of capacity building program.
  • Prepare and share the training delivery plan and procurement plan of learning materials with Program Coordinator for approval and putting in supply chain process.
  • Ensure that high quality trainings are delivered to national and provincial DSMS and DAS staff. Also SCI Capacity building officers are trained on trainings that will cascade to provincial level.
  • Support Provincial and district DSMS and GDAS staff and project capacity building officers in cascading all key trainings to hub school shuras and SSAs.
  • Supervise the work of provincial capacity building officers DSMS and GDAS staff on provincial and district level.
  • Re-Plan for refresher trainings based on findings from supervision and support monitoring of DSMS and DAS work on Provincial and district level.
  • Facilitate and support provincial and district level DSMS and GDAS staff to arrange TLCs and Social Audits according to project plan.
  • Provide work plan and quality progress reports to field coordinator on bi-weekly and monthly basis
  • Delivery of ToT training
  • Review and revise of training manuals
  • Enrich the training manual with accurate and updated data
  • Preparing EiE self-learning packages
  • Provide Translation support for AQL documents
  • follow-up field education activity daily
  • Daily communicate with CM about existence of educational problems in the field
  • Compile weekly field educational report
  • Close coordination with the training team to deliver the training
  • Close coordination with the CM and teachers

Technical Capacity: 

  • Ensure quality implementation of project components with a focus on inclusiveness (community-based education, special education, teachers learning circles) and policies
  • Identify needs for inclusive education; including equipment for children and adults with disability
  • High-level understanding of community-based education, special education, SIP, CP, and community mobilization guidelines

Reporting and Documentation:

  • Help Program coordinator in generating semi annual, Annual and daily progress reports.
  • Ensure that key project documentation is archived at provincial and field level, field staff aware of what needs to be kept and recorded.

Human Resource Management: 

  • Support the capacity building of staff in report writing;; indicator tracking; supervision, and implementation of detailed implementation plans

Coordination, Business Development & Representation:

  • Establish meaningful working relationships with project stakeholders such as government departments, UN agencies, and other international organizations working for displaced populations, district-level authorities, and community members.

Job Requirements

QUALIFICATIONS AND EXPERIENCE:

 

Graduated from Education Faculty

At least 4 years of work experience in capacity development areas Academic supervision psychosocial support and or Training of Trainers (ToTs) preferably with international NGOs.
