Job Description:

The Senior Advisor on NGO Contract Management leads the implementation of the FPC’s technical component of the AFIAT grants program. The FPC is administered in 14 provinces in the second project year where AFIAT operates. S/he contributes to developing and revising technical aspects of solicitations and agreements as well as technical-related procedures and processes for the contract management cycle. The Senior Advisor will ensure that the grants management and technical assistance procedures are followed and that Implementing NGOs are able to manage their contracts efficiently, transparently, at high technical competence, and in compliance with USAID regulations.

With the guidance from the AFIAT technical team and collaboration across technical departments and other contract management staff, s/he assists Implementing NGOs in developing and implementing work plans, monitoring their progress against the plans, tracking deliverables, and generating required reports. S/he also collaborates with the MSH AFIAT central and provincial offices and other stakeholders in ensuring service providers’ success. S/he may be assigned other staff to supervise as appropriate.

Specific Responsibilities:

  • Assist in developing or adapting formats and procedures in implementing and monitoring FPCs.
  • Collaborate with the AFIAT technical and contract management staff in designing technical aspects of solicitation, review, and selection of proposals.
  • Collaborate with the AFIAT technical and contract management staff in awarding FPC, negotiating technical terms of reference, and monitoring and reporting on activities.
  • In collaboration with other staff, formulate and negotiate technical specifications, objectives, and scopes of work for the awardees.
  • Assist the awardees in developing work plans, monitoring progress, tracking deliverables, preparing reports, and facilitating awardees' compliance with the terms of their agreements.
  • Provide initial technical sign off for final approval by the  Senior Principal Technical Advisor on Health Systems Strengthening on deliverables and accomplishments for making payments; review monitoring/reporting financial performance as needed. Ensure that these activities are in accordance with USAID guidelines and MSH procedures as well as national guidelines and technical expectations.
  • Revise and contribute to the contract management manual, materials, and resources as needed. Administer the contracts according to criteria and guidelines set forth by USAID, stated in the AFIAT contract (and associated waivers letters and documents) and the MSH contract management program manual and guidelines.
  • Ensure that awardees comply with all USAID reporting requirements.
  • Assist the awardees in conveying contract-management requirements, processes, and skills to their staff as needed.
  • Work with and/or take the lead on AFIAT inter-departmental and stakeholder coordination of technical activities, as assigned.
  • Provide technical assistance, training and/or mentoring to Implementing NGOs (awardees) and AFIAT staff, as assigned.
  • Develop a performance management dashboard of the awardees in close collaboration with AFIAT’s technical staff including the Senior Principal Advisor on Data Analytics and M&E unit.
  • Assist the Senior Principal Technical Advisors HSS to collaborate with the stakeholders who implement the Management Accompaniment services funded by UNICEF/WHO to achieve greater efficiency in improving quality of care under the overarching BPHS/EPHS contracting out mechanisms.
  • Supervise other staff as assigned. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance plan and reviews; communicating, implementing, and assuring adherence to MSH policies, guidelines, and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
  • Other duties as assigned.

Job Requirements

REQUIRED MINIMUM EDUCATION:

  • Graduate degree in public health, management, or equivalent relevant experience. 

 

REQUIRED MINIMUM EXPERIENCE:

  • At least 12 years of experience and knowledge of the healthcare systems and supporting integrated healthcare.

 

KNOWLEDGE AND SKILLS:

  • Demonstrated experience collaborating with a range of counterparts at the national and decentralized levels in a way that leads to technically sound and productive health interventions. 
  • Significant relevant experience in the management of large-scale contracts and grants. Experience in the BPHS/EPHS contract management is an asset.
  • Substantial experience implementing USAID-supported projects and knowledge of USAID regulations and procedures are strongly preferred.
  • Experience working with and providing technical assistance to NGOs.
  • Excellent written and spoken communication skills. Fluency in English is required.
  • Experience supervising staff is a plus.
  • Demonstrated leadership, flexibility, and adaptability.
