The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Overview:
The SECURITY & RISK MANAGEMENT OFFICER is responsible to the Director Safety and
Security (DSS) and the UHI City Manager (RM) for the delivery of all aspects of security in
Region. This is a high profile, politically sensitive task in a diverse environment based in the
UHI Regional Office.
The SECURITY & RISK MANAGEMENT OFFICER assists the City Manager and DSS with the
development and implementation of the Security Plan. He is directly responsible for the
operational planning, movement, and administration of the security and safety of the Regional
Office staff. He directs the guards and driver conducting protection duties for UHI personnel in
transit, at venues and provides protection and administrative support within the Regional
Office. He ensures the effective management of the operations room, vehicles, driver, guards
and security plans. He is responsible for gathering information and intelligence and applying
the security picture to operations. He provides security and incident management advice and
assistance as required and is ultimately responsible for the conduct and administration of all
UHI security in the UHI Regional Office. He is also responsible for the safety and security of any
visitors to the UHI Regional Office.
Responsibilities:
• Assist DSS with development and implementation of the UHI Security Plan and Program
to include:
o Continuous Risks Analysis of the Regional Office, areas of operation, venues and
transit routes
o Development and implementation of mitigation measures and review of Standard
Operating Procedures in line with Risks Analysis
o Development of contingency plans and procedures
o Briefing of UHI as required, including security awareness training
o Training of security and UHI staff in line with DSS direction
Direct and manage the Operations Room
o Maintain current operational situation 24/7
o Control incidents and act as focal point for the coordination of UHI guards and ANSF
response
o Conduct immediate risk assessment and instigate initial response to security or
safety related incidents involving UHI personnel
o Member of UHI Regional crisis management team
o Provide advice and assistance to DSS in formulating and implementing coordinated
joint response to crisis and emergency scenarios
o Establish and manage routines, systems and personnel to ensure the effective
management of operations
o Direct the duties of the operations room routine, guard duties/shift patterns and
driver tasking process and make recommendations for improvement
Direct and manage all guards and driver within the Region
o Command all UHI Region security personnel
o Focal point for Journey Management Process. Assess risk and authorize all UHI tasks
and present to RM for approval
o Maintain currency of SOPs and ensure understanding of and adherence to them by
all security staff
o Monitor and assess performance of all security staff to ensure standards
o Ensure a pre-planned security training program is produced and implemented to
maintain security standards
o Collate task records
o Ensure appropriate behavior, approach and discipline is maintained by security staff
o Plan and manage the guard roster
Responsible to DSS
o Plan and identify risks to UHI staff and program in Region
o Maintain an overview and instigate improvements to all aspects of the security staff
o Maintain UHI’s low-profile and situational awareness
o Produce a formal Weekly Report
o Maintain information links and networks to provide a detailed information picture
for UHI HQ in Kabul
Qualifications:
• The candidate will ideally be a former security company Project or Operations
Manager/Coordinator with recent experience
• The candidate will be able to communicate in Dari and English (verbal and written to a level
where coherent reports can be produced)
• A qualification in security management would be preferable
• Recommendation from a previous, similar role in security management
• Connections within the local security infrastructure (ANSF, ANP, IMF etc.)
• Maintain high standards of personal fitness and professional presentation
