Save the Children has been working in Afghanistan since 1976. Our way of working close to people and on their own terms has enabled us to deliver lasting change to tens of thousands of children in the country. The UN Convention of the Rights of the Child is the basis of our work.
We are helping children get a better education, we make it possible for more boys and girls to attend school, we help children protect themselves and influence their own conditions. We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers
KEY AREAS OF ACCOUNTABILITY :
• Ensure the implementation of security guideline of SC in Kunar by all Program members, in accordance with SC global security guideline. Finalize security plans as part of a fully inclusive process involving as many team members as possible.
• Ensure that contingency plans for evacuation, relocation, hibernation, and medical evacuation are in place, disseminated and adopted amongst relevant staff and Program members including a detailed contextual assessment and situational update of Kunar situation which is regularly revised at least monthly.
• Ensure that SC vehicles, premises and equipment are compliant with basic security standards.
• In close collaboration with Program members and Safety and Security coordinator compile a risk assessment and regularly revise as and when the context and situation on the ground changes.
• Assist with inductions and security awareness training held for Program staff members as well as for visitors to the joint Program office
• Participate in the security related meetings in Kunar and coordinate security assessment with other stakeholders in Kunar.
• Develop a strong and diverse information network such as national and international NGO organizations, UN department of security and safety, ANSO, Program members, and police department from which reliable and up to date information on security may be obtained in program areas.
• Proactively contact members of this information network to collect information on security in order to provide advice to the staff in Kunar on day to day security issues.
• Arrange and lead the security meeting with all NGOs at provincial level, including partners make the agenda and take the minutes of the meeting monthly and report to the head of office and security coordinator accordingly.
• Participate in providing training for provincial office staff in security and safety related subjects ensuring that guidelines/protocols are being understood and implemented by all staff members.
• Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols.
• Proactively share information with Safety and Security coordinator ensuring high security awareness levels and close situation monitoring.
• In conjunction with Safety and Security coordinator ensure that regulations pertaining to travel in the field are implemented in a systematic and timely manner.
• Support the Program staff to ensure that incident report forms are properly compiled by the relevant staff members and that the same are disseminated to the relevant actors concerned.
• Investigate the loss/damage, car accident and other related issue by request.
• Coordinate post-incident follow up actions, analysis and recommendations.
• Ensure systems are in place to instantly respond to a crisis management situation.
• Liaise with local government (representatives) on security related issues.
• Ensure that briefing documents and maps are developed to help orient all new staff (national and international) about the overall security situation and threats and procedures in Kunar.
• Conduct ongoing threat assessments and compile reports on security assessments of office, staff house, filed sites and project areas.
