Job Description

Generic Responsibilities:

  1. Ensure adherence with NRC Afghanistan Security Management Plan and SOPs
  2. Implement delegated Security tasks according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure security support to projects targeting beneficiaries most in need, and explore and asses new and better ways to support Program teams
  6. Promote and share ideas for technical improvement
  7. Development of holistic and needs based programs, including cash-based interventions and marked based programs

Specific Responsibilities:

  1. Monitor and assess the security situation as an update in Central Area Office  staff on weekly and ad hoc basis and report to Security Coordinator
  2. Administrate incoming TARs (Travel Authorization Requests) for in and out of Kabul, and suggest advisories.
  3. Conduct area, site and program risk assessments in locations where the program team implementing activities.
  4. Update the districts risk map once a week before the weekly security brief
  5. Improve and maintain minimum operating standards.
  6. Create systems, practices, SOPs and protocols for staff to follow and create the safety working environemnt
  7. Be prepared to have security induction brief with new staff and visitors arriving in Kabul
  8. Be prepared to participate or represent NRC in internal and external meetings
  9. Send the weekly report to the Security Coordinator in Kabul country office as per security plan
  10. Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  11. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses

Job Requirements

Generic Professional Competencies:

  1. 3-5 years of Experience from working as a Security Officer in a humanitarian/recovery context
  2. Previous experience from working in complex and volatile contexts
  3. Documented results related to the position’s responsibilities.
  4. Excellent knowledge of English language both speaking and writing
  5. Knowledge of cash-based interventions and market based programmes
  6. Area knowledge Kabul and relevant area
  7. Knowledge about security related actors in Kabul and relevant area

  3. Communicating with impact and respect
  4. Handling insecure environment
