Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

Overall Purpose

The security officer is the main focal point for safety and security matters, leads the Security Management Team (SMT), is the first contact point (particularly for Pashto speakers) for security matters and acts as an external security representation with other actors in Tirinkot.

Project Overview

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition and morbidity, which have been significantly affected by drought and conflict conditions.  Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

 

RESPONSIBILITIES

  • Under the direct supervision of Area Manager, the Security Officer is responsible for the day-to-day security of Medair UZG base, sub-bases in Chora and Chinarto districts, movement of staff supporting the program sites in Uruzgan province.
  • Closely supervise and monitor base guards’ duties and make sure guards give full attention to their duties as assigned to them.
  • Review, update and adopt guards’ duty timetable on weekly and monthly basis.
  • Monitor the security situation in the province and update senior management on regular basis
  • Conduct Rapid Security Assessment for program new sites and official travels of staff to districts in the provinces and outside of Uruzgan
  • Follow and monitor staff movement (project and base) and be able to respond in real time to a security incident/situation.
  • To uphold Medair values and to contribute to the wellbeing of the team as an active member.
  • To adhere strictly to Medair National Staff Regulations.
  • To adhere strictly to Medair Security Plan and the SOPs: helping to ensure the safety of the staff in the field and inform the Project Coordinator of any development related to security in the field.
  • To conduct all Medair activities honestly and to report any issues to the line manager or a member of the Medair management team.
  • To be flexible and willing to assist in other areas of work as requested by the Area Manager.

 

MAIN ACTIVITIES

SMT

  • Gathering of information relating to security issues – from INSO, press, other NGOs, local contacts and other members of staff – relating to areas in and around where Medair work.
  • Quick dissemination of relevant security information to members of staff through the most appropriate means, e.g. phone call, office meeting, email
  • Lead weekly SMT meetings and contribute to information gathering and discussion on implications for Medair Afghanistan projects and programme and making recommendations to the decision makers
  • Coordination with logistics team on driver security and safety
  • Become a member of a Crisis Management team as requested
  • Participate in periodic review of Tirinkot base security and security of Medair sub-bases
  • Be familiar with and adhere to all Medair security policies

 

First Contact Point on Security Matters for Tirinkot Office

  • Holding the office security phone and making sure that it is on and charged at all times. To hand over the office phone over to another person in case of leave or if there is a time that can’t be covered

 

External Security Representation

  • Liaison with INSO, providing them with relevant information, attending weekly INSO meetings, checking current security advisories when appropriate
  • Meet/discuss with other security actors in Tirinkot and Kandahar for security coordination and improved management as appropriate
  • With liaison with and oversight from of the AM, PC and DCD, liaise with government security actors as needed (NDS, ANP, MoE, etc.)
  • Maintaining good relations with neighbours, ensuring they know us, and we know them

 

Base Security

  • Know and communicate the security policies pertaining to all staff, making necessary updates and changes
  • Maintain efficient and cooperative reports with the guards and security team.
  • Update emergency contact lists in coordination with the Project Coordinator
 

Job Requirements

PERSON REQUIREMENTS

Educational Background

  • High-school graduate.
  • Degree or diploma in related field

 

Relevant Experience

  • 5 years’ experience in a similar position with INGO/NGO
  • Experience in liaison with local authorities and other actors  
  • Inter-cultural experience

 

Language Skills 

  • Native Pashto
  • Good English oral and written skills
  • Excellent English oral and written skills, good Dari oral and written skills

 

Computer & IT Skills

  • Strong computer skills in Microsoft products particularly Excel and Word

 

Other Skills

  • Able to record and share information accurately and clearly
  • Able to look critically at data and flag inconsistencies and inaccuracies
  • Dedicated with strong attention to detail
  • Willing to be flexible and take on new tasks as responsibilities change
