About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

General responsibilities

Objective 1:        Monitoring of Security Situation

Activities/main duties

  • In close coordination with the Head of Mission and the Field Coordinator, developing comprehensive mapping of the different stakeholders.
  • Developing, building and maintaining a network of interlocutors within the IEA.
  • Developing, building and maintaining a network of interlocutors within the Afghan political parties and factions.
  • Developing and updating mapping of all the political coalitions active in Afghanistan in order to identify and prevent the rising of specific security threats against the humanitarian community.
  • Supporting the liaison officer in case of any issue related to visa for the international staff through the HR Manager

Objective 2:        Security Management System: Manage and coordinate security operations ensuring that security procedures are implemented and followed as per the Country Security Standard Operating Procedures (SOPs)

Activities/main duties

Information management/analysis

  • Supporting the Field Coordinator and Security Focal Points in conducting security assessments and threat analysis as required, and where necessary provide feedback on proposed mitigation strategies for local specific threats.
  • Liaising with the Field Coordinator and report to the Head of Mission to ensure that all relevant security information is disseminated in a timely manner to the appropriate offices, their staff and other stakeholders as required.
  • Filling the security section of the mission sitrep, including general analysis of the evolution of the security context.

Standard Operating Procedures

  • Working closely with the Head of Mission to develop an effective security plan to support operations. Be able to develop a security plan to support all projects and activities within Afghanistan
  • Assisting in the design and implementation of project related security strategies, security policies/standards and establish a concrete course of action for their implementation and review
  • Following-up on the protocols implementation by the security focal points

Capacity Building/Training/Awareness/Coordination

  • Ensuring that management staff are following regular training about procedures and policies within the implementation of the program
  • Maintaining close links with Logistics, Program Implementation and other key stakeholders to ensure that all projects are implemented with the highest degree of staff safety and security
  • Providing targeted support and training for security focal points/managers as needed, to build in-country capacity for ongoing security training and awareness activities
  • Training the security staff (Guards, Drivers, Radio operators) on the respect of security protocols
  • Providing direction and inputs to program implementation staff on security issues as needed, including travel briefings and country risk details.

Objective 3:     Security incidents management

Activities/main duties

  • Preparing a Security Incident and Crisis Response Plan for all likely scenario of security threats
  • Supporting the Head of Mission in managing and coordinating all security/safety emergency/crisis situation providing a timely and coherent  response to incidents as they arise
  • Following up on security incidents as directed and ensuring reports are generated and sent to HoM less than 24hours after the incident happened
  • Conducting/assisting in security investigations as and when required by the HoM
  • Performing any other duties as assigned by the Head of Mission for all issues related to staff safety and security.

Qualifications/Requirements

Core competencies

  • Bachelor
  • Strong Security management knowledge and understanding of the humanitarian principles;
  • Strong  Analysis skills: ability to provide table and map analysis
  • Professionalism – Excellent skills in information collection and analysis procedures with a view to recognizing potential threats and dangers. An ability to exercise sound and strong management skills in times of crisis and emergencies.
  • Planning and organizing – Excellent planning and organizational skills including the production of policy and procedure papers supporting project operations in the country of operations.
  • Communication – Ability to provide instructions clearly and concisely both orally and in writing. A high sense of discretion and integrity when dealing with sensitive information.
  • Judgment and Decision Making– High degree of responsibility, initiative, alertness, physical fitness, emotional stability, the ability to prioritize a heavy work load and to delegate accordingly. Demonstrating sound judgment in security operation and information management skills.
  • Technology Awareness – High standard of computer literacy and an excellent knowledge of security information related liaison and analysis.
  • Excellent command in writing and editing documents in English. French would be an asset.
  • Self-motivated, flexible and adaptable to the needs of the team and organization
  • Strong commitment to support/develop capacity of national staff and developing second layer of leadership;
  • Proven management ability and inter-personal skills – team player;
  • Problem solving and leadership skills;
  • Ability to manage conflicting priorities in personal workload.

Job requirements

  • At least 5 (five) years of progressively responsible experience in INGO environment
  • Solid experience in troubled security context and security management
  • Proven operational unit or sub-unit command, staff and leadership experience required

Work environment & Conditions

  • Ability to deal with difficult, often frustrating work situations;
  • A willingness to live and work in insecure environment with potential movement restrictions;
  • Regular field visits to implemented activities are necessary to provide a comprehensive activity reporting.
