People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

  1. Purpose of the Role

Security and Access Coordinator (SAC) is an essential team member of the PIN Afghanistan Country Program (CP) management. SAC is responsible for PIN comprehensive approach to access and security aspects and procedures, with the guidance and supervision from the Country Director (CD) and PIN Headquarters.

SAC supports safe, effective and efficient access to people in need for humanitarian assistance, in line with humanitarian principles, through information and procedure management, direct support to staff, negotiation, liaison, and monitoring.

  1. Responsibilities

The SAC is responsible for, but not limited to, the following work areas and duties:

  1. Security management
  • Periodically analyses security context and threats. Provides regular and clear verbal and written updates to PIN CP management and immediately indicates sudden deterioration of security context to Country Director
  • Provides regular risk assessment and implements the measures to manage and mitigate the risks
  • Provides regular conflict and situational analysis, forecasts possible development and works in cooperation with other senior mission members on contingency planning
  • Conducts specific access and security assessments as per PIN needs, i.e. area assessment, road assessment and actors’ analysis
  • Responsible for procedures concerning PIN staff and cargo movement, travel clearances, verification of situation along access routes and in areas of PIN operations
  • Responsible for securing PIN premises
  • Responsible for early warnings, incidents reporting and incidents follow as per authority given by the Country Director
  • SAC is an essential member of PIN crisis management team with focus on prevention, preparedness measures and capacity building of regular crisis management team members
  1. Humanitarian Access  
    • Identifies and maps authorities, stakeholders and other key players (further referred as actors) on all administrative levels. Analyses their relations and interactions with INGO operations, suggesting possible communication strategies with key actors to PIN CP management
    • Regularly and proactively networks with key actors to maintain positive relations
    • Troubleshoots access issues as per authority given by the Country Director; provides direct support to Area managers and Senior Management Team (SMT) to resolve access issues, including interference e.g.  at checkpoints, distribution sites and facilities

 

  1. Internal Procedures, Reporting and Compliance
    • Regularly reviews and updates security and safety related documentation, e.g. risk assessment, safety and security management plans, medical plan etc.
    • Delivers security and access trainings to PIN staff and systematically works on their capacity building
    • Directly supervises radio operators and guards

 

  1. Representation
  • Ensure that the line manager is informed in a due time about all issues, problems, developments, and changes related to security context and humanitarian access
  • Represent PIN at security and access forums, regularly networks with NGO colleagues on similar positions
  • Perform other tasks assigned by the line manager.

Job Requirements

  1. QUALIFICATIONS AND PREFERRED SKILLS 

Essential requirements

  • Minimum 3 years demonstrated experience at a similar position with an (I)NGO
  • Experience in working in NGO environment
  • Demonstrated experience in negotiating humanitarian access in Afghanistan
  • Demonstrated ability remain calm under pressure and de-escalate tensions and conflicts
  • Ability to provide all relevant information to their supervisors on time and in structured way
  • Demonstrated field experience, ability to frequently travel to different parts of Afghanistan
  • Good communication and representation skills
  • Fluency in Pashto is required; proficiency in  Dari and strong handle of English (speaking, listening, reading, writing) is expected
  • Strong proven ability in using MS Word and Excel 

 

 Required competencies:

  • Excellent interpersonal skills and ability to address emerging humanitarian access issues with empathy and sensitivity whilst ensuring adherence to humanitarian principles and PIN guidelines and procedures
  • Ability to work in high pressure and emotionally stressful environments
  • Ability to communicate difficult messages clearly and sensitively and ensure understanding
  • Accountable and responsible and willingness to take responsibility for own work and decisions
