Job Purpose

The Security & Assess Coordinator will ensure that safety and security assessments are undertaken, give advice and guidance to the management team on the implementation of safety and security management best practices. He/she will update the  safety and security management plan on an annual basis and make sure that tools to monitor progress of recommendations and their implementation are in place and that the response is compliant with War Child UK safety and security policy and standards. The Security & Access Coordinator will seek to build the capacity of the Safety and Security & Assistants. The position will be based in Herat and the incumbent will report directly to the CD.

The Duties and responsibilities may include but not limited to:

• Provide security briefing to all newly hired staff on War Child UK’s security policy/protocol
• Conduct security risks assessment in proposed project sites, gather security related information, analyze the security trends, and provide reports to the Country Director
• Promote the concept that safety and security is an integral elements of programme design and operations and should be amongst the first planning considerations, ensuring that a safety-first culture is encouraged.
• Updating security share point website.
• Monitor security situation in project areas and provide advice to travelling staff in main office and in the field regarding restricted/high risks /”no go” areas.
• Attend INSO and other security related meetings and provide update /feedback to the Country Director
• Conduct periodic project site assessment in coordination with project managers
• Initiate relationship building with communities in the project areas to promote acceptance of War Child UK’s presence and gain their support and cooperation
• Develop the country security plan and risk mitigation in consultation with the Country Director and / or Security Advisrr in the UK
• Provide security briefing to international staff from the London office visiting the country office.
• Supervise the Security and Access Assistants in Heart, Kabul, Baghdid and Ghor and ensure that organisational code of conduct are respected and adhered to.
• Act as main point of contact for visitors and callers inquiring about security issues/concerns.
• Attend security training conducted by INSO or other security training providers and cascade the training to War Child UK staff and staff of implementing partners
• Monitor staff’s adherence/compliance to organisation’s Security Policy and internal security procedures.
• Implement staff/vehicle movement tracking/ Ensure that all vehicles have the necessary safety and security equipment.
• Ensure safety of the organisation’s assets, staff and beneficiaries
• To update all emergency and contact lists and report on a monthly basis.
• Periodic internal analysis of intelligence data received from various sources and analysis of trends.
• Issue internal notifications to staff on movements, Go-No Go areas and other security related information.
• Responsible for incident reporting and incident management. Support the Country Director in setting up crisis  management and response team and its functioning.
• Undertake mock drills and training for staff on safe evacuation and managing other security and safety hazards.
• Ensure all safety and security equipment and technology is up to date and functioning.
• Develop and update SOPs related to various types of incidents and train staff in all premises of WCUK.
• To remain a co-liaison officer between the Global Security Advisor and WCUK Afghanistan programme.
• Submit Incident Reports within 48 hours of the incident occurring to the Global Security Adviser
• Take part in monthly meetings with the global Security Adviser
• Submit weekly security situation reports to the Global Security Adviser
• Strengthen and apply office and residential facilities’ security standards and selection procedures; strengthen and apply facility access procedures
• Ensure that appropriate fire safety equipment is in place in offices, compounds and vehicles. Ensure that staff are aware of what to do in the event of a fire.
• Identify trainings that are appropriate to the needs of WCUK staff and maintain a database of security trainings undertaken by individual WCUK staff. These trainings include, but are not limited to, personal safety, first aid, mine risk education, driving and trip management and security management.

Access:

• Initiate relationship building with communities in the project areas to promote acceptance of War Child UK’s presence and gain their support and cooperation;
• Having effective communication with non-state actors through communities;
• Hold a meeting with stakeholders, active actors in the area and pass their message to the Team Leader, Regional Coordinator and NSO;
• Act as an access focal point to the communities and filed project staff;
• Any other tasks as required/delegated by the reported line managers/supervisors;
