Job Description

The Scope Registrar is responsible for the accurate registration of beneficiaries for both in-kind and Cash-Based Transfer (CBT) assistance programs. This role requires excellent computer skills, data cleaning, and data uploading capabilities. Additionally, the Scope Registrar will conduct beneficiary surveys via the MODA system and manage the cash-out system effectively.

Key Responsibilities:

  1. Beneficiary Registration
    • Accurately register beneficiaries in the Scope system for both in-kind and CBT assistance.
    • Ensure that all required data fields are correctly filled out and that beneficiary information is complete.
    • Conduct regular updates and corrections to beneficiary lists as required.
  2. Data Management
    • Clean and validate data collected from field teams and other sources.
    • Upload verified beneficiary data into the Scope system and ensure it is secure and safeguarded.
    • Maintain accurate and up-to-date records of beneficiary data.
  3. Survey and Data Collection
    • Conduct beneficiary surveys using the MODA (Mobile Data Collection and Analysis) system.
    • Ensure that survey data is collected accurately and efficiently within the set timelines.
    • Analyze and report on surveyed data to inform program decisions and improvements.
  4. Cash-out System Management
    • Manage the cash-out system for CBT and in-kind assistance, ensuring beneficiaries receive their entitlements timely and accurately.
    • Address and resolve any issues or discrepancies related to cash transfers or commodities.
    • Coordinate with Financial Service Providers as required to facilitate the smooth execution of cash-outs.
  5. Coordination & Support
    • Work closely with field teams to plan and execute registration and data collection activities.
    • Provide technical support and training to field teams on the use of the Scope and MODA systems.
    • Collaborate with other team members to ensure coordinated and integrated service delivery.
  6. Reporting & Accountability
    • Prepare regular reports on registration activities, data management, and survey results.
    • Ensure transparency and accountability in all registration and data-related processes.
    • Establish and maintain feedback mechanisms for beneficiaries regarding the registration and cash-out processes.
 

Job Requirements

  • Education:
    • Bachelor's degree in Information Technology, Data Management, Social Sciences, or a related field.
  • Experience:
    • Minimum of 2 years of experience in data management, beneficiary registration, or a related field.
    • Previous experience working with humanitarian programs, particularly in food and CBT assistance, is preferred.
  • Skills:
    • Strong computer skills, including proficiency in database management, spreadsheets, and data analysis tools.
    • Knowledge of the Scope system, MODA system, and cashout systems is highly desirable.
    • Excellent attention to detail and accuracy.
    • Strong analytical and problem-solving skills.
    • Good communication and interpersonal skills.
    • Fluency in local languages and English is highly desirable.
