Job Description

ROLE PURPOSE: 

The post holder will insure the systematic application of safety and security management policies and procedures in the operational areas of Kabul. This will include the ongoing assessment of threats and provision of advice to manage risk. To assist Safety and Security Manager in the maintenance and updating of security guidelines; ensuring that SCI office compound and guest houses are securely maintained and make sure all staff are aware of and adhere to security management policy, guidelines, and Standard Operating Procedures (SOPs). Ensure all security installations such as CCTV cameras, door locks, tracking device, first aid kits and fire extinguishers are working properly and are updated.

KEY AREAS OF RESPONSIBILITIES: 
•    To be responsible for planning and implementing security coordination activities in the provincial Area of Operations. This entails responsibility of security operation and coordination in accordance with approved project agreements with the donor, partners, and SCI Principles.
•    Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
•    Identify potential security risks through the security risk assessment tool and respond accordingly.
•    Report and follow up on all safety and security related incidents and ensure that it is timely and properly reported.
•    Respond to emergencies and incidents within designated areas promptly and according to policy.
•    To take the lead role in coordinating with the community leaders, governmental and local administration officials, other security focal persons on security issues at the province level.
•    Conduct risk assessments of contracted and prospective offices and areas of operations.
•    Conduct safety and road checks daily, recommend approval or non-approval for travel, and coordinate with other SCI teams on travel.
•    Liaise with all other security focal persons working in the province, IEA security personnel, community and religious leaders and elders in regard to security matters, in order to strengthen the safety and security management system.
•    Ensure the implementation of security guidelines of SCI in office by all staff members, in accordance with SC global security guideline. Report any violations through the appropriate channels.
•    Attend meetings as required to represent the SCI and support coordination in reducing risk.
•    Provide the required support to all staff travelling to the FO, that includes – not limited to - secure the transportation from/ to the airport, security briefing and tracking all movements until they leave the FO. 
•    Ensure systems are in place to instantly respond to a crisis management situation.
•    Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols.
•    Inspect SCI compounds and assets to protect against fire, theft, vandalism, terrorism, and illegal activity.
•    Identify security related information sources and create an information gathering network in SCI impact areas.
•    Develop and strengthen mechanisms for safety and security promotion among the host community and conduct regular formal and informal consultations with community members and their leaders.
•    Coordinate post-incident follow up actions, analysis, and recommendations.
•    Provide security training and participate in providing training for staff.
•    Supporting in monitoring and maintaining the vehicle tracking system, CCTV cameras, SMS system, and staff headcount during security incidents.
•    Checking the vehicles whether they are equipped with safety and security equipment, having seat belts, vehicle tools, first aid kits, fire extinguishers, AC and Heaters during winter and summer times and with good condition.
•    Responsible for reporting to the HoO and the area safety and security coordinator any safety and security incidents or any other incident that might impact the safety and security. 
•    Prepare and draft field visit reports from field offices and project sites.
•    Raise purchase requests for equipment needed for safety and security department.
•    Perform any others task that requested by the line manager.

Additional job responsibilities
The duties and responsibilities set out above are not exhaustive and the post holder may be required to carry out additional duties from time to time which are reasonable in relation to their level of skills and experience. In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.
