About Johanniter International Assistance

Johanniter International Assistance (www.johanniter-int.org) is a department in Johanniter Unfall-Hilfe, a German non-governmental organisation. It is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects worldwide. The Federal Headquarters are based in Berlin, Germany.

Johanniter International Assistance started its operations in Afghanistan in October 2002 with the aim to improve the health conditions of Afghan communities through providing medical care and supporting health facilities. Johanniter International Assistance is implementing its projects through national partner organisations in Badghis, Kabul, Khost and Kunduz provinces.

Job Description

Strategy and Vision

  • Actively supports the values of Johanniter and thus shapes the work accordingly.

Safety and Security Management

  • Acts as Head of the Security Department including the management of JIA security staff.
  • Provides in-depth analysis of developments in the area of operation and translates these into recommendations for improvements in security policies, and procedures.
  • Provides technical advice on safety and security-related challenges to the Head of Mission and all field staff in the area of operation.
  • Collects, and analyses security incidents and trends, and advises staff on security implications.
  • Develops and maintains a local incident database and a security road map.
  • Actively contributes to the development of Country Security Plans, ensures compliance with JIA safety and security standards, and monitors adherence.
  • Manages the implementation of applied safety and security measures via the Logistics Team in close exchange with the HoM and the Logistics Coordinator.
  • Ensures the availability of emergency communications equipment (SatCom) via the Logistics Team in close exchange with the HoM and the Logistics Coordinator.
  • If required, works weekend duties / out-of-hours work and participates in local fact-finding missions.

Communication, Liaison, and Networking

  • Acts as a local liaison and access focal point to establish cooperation with local actors like INGOs, community leaders, and governmental institutions.
  • Ensures regular communication on security issues, contributing to an ongoing awareness of the security agenda at all levels of the field mission.

Personnel and Training

  • Provides security-related training and briefings to local staff members.

Safeguarding

  • Contributes actively to the implementation of the JIA Code of Conduct.

Job Requirements

Professional Qualification and Experience:

  • Master´s degree in International Relations, Political Science, International Development, Anthropology, Law, Sociology or equivalent in experience;
  • Formal security qualification or advanced security management training is an advantage.
  • 4 years’ experience in safety and security with a humanitarian or development non-governmental organization, ideally at HQ and field level.
  • Excellent knowledge of the current security situation and its implications for the NGO sector.
  • Experience in security management and access negotiations in conflict settings is desired;
  • Experience in security risk management standards, conducting security assessments, and implementing security management systems and protocols;
  • Experience in staff/team management.
  • Experience in working in high-risk contexts is an advantage.
  • Experience in providing training for non-security staff.
  • Demonstrated understanding of the cultural environment in the area of operation.
  • The ability to respond positively to challenges and to find creative and innovative solutions to problems.

Skills:

  • Proactive and anticipative working style; effective in dealing with ambivalent situations;
  • Highly developed interpersonal and communication skills including diplomacy, negotiation, and the ability to work with staff from diverse backgrounds and cultures;
  • Excellent planning, coordination, and reporting skills;
  • Excellent Team Player;
  • Ability to deal with conflicts, manage resistance, remain focused, cope with frustrations and work with minimal supervision.
  • Willingness to travel inside the particular project country, even under difficult security conditions;
  • Willingness to work irregular hours, work on weekends;
  • Fluent in local languages and English.
  • Working knowledge of GIS applications and General IT-literate.
