About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

The Safety and Access Officer is based in Kabul at the Kabul Management Office (KMO) and reports to the Deputy Head of Unit.  As an employee of the Swedish Committee for Afghanistan, the Safety and Access Officer represents SCA and must develop strong and fruitful relationships with many different actors in order to fulfill his/her tasks.  The Safety and Access Officer shall at all times behave in a respectful, cordial, and in professional manner, and always act in accordance with SCAs’ Code of Conduct. 

The Safety and Access Officer is expected to provide a level of support in all matters pertaining to safety, access, security, and the risks associated with the context of Afghanistan.  He/she will assist in maintaining inclusive security and SCAs Security Management System and is expected to contribute to the development of procedures in line with the operational challenges.

He/she is expected to travel to SCAs areas of operations to monitor and support the timely implementation of SCAs Security Management System and associated Standard Operating Procures (SOPs) by way of theory and practical menthols of Continuous Professional Development (training).  He/she will assist in the coordination and delivery of in-house capacity-building awareness training and drills in areas of safety, access, security, and risk awareness.

      Main Responsibilities:

SCA is seeking an exceptionally motivated and astute Safety and Access Officer who is able to diversify his/her skillset to support SCAs countrywide programming.  Specific responsibilities may include, but are not limited to:

  • Offers timely and accurate updates to the Safety and Access Unit staff pertaining to safety, access, security, and risks associated with SCAs areas of operations by closely monitoring political security developments.
  • Contributes to the continuous development and implementation of SCAs Security Management System and associated SOPs.
  • Offers support and assists the Senior Safety and Access Officer in matters of administration, and oversight ensuring day-to-day unit activities remain focused.
  • Offers staff advice pertaining to Travel Risk and Journey Management, local, provincial, and regional travel in coordination with the Operations Room and Fleet Management Team.
  • Provides the appropriate response to support staff in the event of a safety, access, and security-related incident or event.
  • Contributes to the creation of SCAs Quarterly Reports, Annual Work Plan, and Field Situation Reports.
  • Assists with conducting Physical Security Site Surveys, and Workplace Safety Surveys, i.e., staff, personal protective requirements, transport, and other workplace-related activities.
  • Assists with quarterly inspections of SCAs Physical Protection Systems, i.e., physical, technical/logical, and procedural measures, and ensures the relevant assets inventories are in order and updated.
  • Assists with the coordination and delivery of inductions and safety, access, security, and risk awareness orientations.
  • Assists with the coordination and delivery of the in-house capacity building, safety, access, security, and risk awareness training and drills in line with SCAs Annual Work Plan for national and international staff.
  • Assists with conducting fire safety, and contingency planning drills, i.e., building evacuation and hibernation.
  • Assists with the coordination of conference calls to discuss issues that impact operational effectiveness.
  • Assists in the coordination and development of a strong information network with like-minded actors and organizations from which reliable information pertaining to safety, access, security, and risks can be obtained, including external actors.
  • Assists with maintaining SCAs Incident Management System, drafting incident reports, and reviewing incident reports from the field to observe the shortfall of incident information.
  • Offers risk mitigation advice to identify and analyze trends and patterns within SCA areas of operations.
  • Updates security incident mapping database, compiling internal incidents reports.
  • Assists with circulating Risk Alerts and Risk Advisories via SMS or other methods of communications.
  • Assists in conducting investigations into an activity that may pose a threat to SCA, such as loss or theft of equipment and information, and workplace violence.
  • Supports the Operations Room in terms of road and mission clearance and visitor approvals.
  • Supports the Operations Room in all matters of its functionality.
  • Assists with following up on outstanding issues of human resources, procurement, logistics, finance, etc.
  • Monitors Manned Guarding Procedures and conducts compliance inspections.
  • Offers support to the Guard Supervisors, Head Guards, and Guards as required.
  • Performs any other tasks and duties assigned within the field of his/her competency.

      Required Competency

  • Excellent communications and people skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Demonstrates the ability to manage problematic situations firmly, courteously, tactfully, and impartially.
  • Proven experience in delivering field-based “do-no-harm” training.
  • Holds knowledge of an assortment of surveillance and intruder detection systems, communications systems, incident mapping solutions, and satellite tracking platforms.
  • Demonstrates the ability to provide advice and support to field staff.
  • Proven negotiation skills with internal and external actors.
  • Proven skills in concise report writing.
  • Ability to prioritize tasks to meet tight deadlines.
  • Willingness to travel at short notice and often in difficult circumstances.

      Desired Competency

  • Holds formal qualifications in the field of safety, access, security, and risk management, and training of trainers.
 

Job Requirements

  • Demonstrates at least 2-3 years of relevant experience in the field of safety, access, security, and risk management, particularly with an International NGO, a UN agency, or a similar organization, such as a USAID Implementing Partner or Private Security Company, (beneficial)
  • University degree or equivalent in the field of Security and Risk Management or similar qualifications gained from the police, or military is preferred.
  • Strong awareness of the safety, access, security, and risks associated with the context in Afghanistan.
  • Demonstrates sound knowledge of the Humanitarian Principles.
  • Has the ability to develop orientation briefings and procedures to support SCAs operations.
  • Knowledge of an assortment of surveillance, intruder detection systems, communications systems, incident mapping solutions, and satellite tracking platforms.
  • Fluency in English and Dari and/or Pashto, both written and spoken.
  • Excellent communications and people skills.
  • Computer skill at operator level, especially with MS Office packages.
  • Ability and willingness to travel to the project sites within Afghanistan
