The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.

Job Description

POSITION OBJECTIVE

AKF (Afg) has a responsibility to make sure its staff, operations and programmes do no harm to children and vulnerable adults, or expose them to abuse or exploitation, and includes protecting staff from inappropriate behavior such as bullying and harassment. AKF (Afg) has put in place systems and measures that are intended to protect everyone who works in, or comes into contact with, the organization. The safeguarding officer will be responsible for ensuring that the different aspects of safeguarding are systematically embedded into the organizational systems and processes. The SG Officer will combine elements of capacity building and monitoring whilst enforcing compliance and accountability management. He/she will support Country Safeguarding Manager in providing capacity-building training to staff, beneficiaries, and partners.

JOB DUTIES AND RESPONSIBILITIES

  • Closely coordinate with national, regional, area and district offices SG focal points in order to improve SG practices.
  • Support implementation of safeguarding action plan and trainings.
  • Design and conduct induction or short training event on safeguarding (half day) as well as longer refresher trainings.
  • Develop/be part of a network, or relationships with external people/organizations who have skills related to safeguarding.
  • Support staff to work with partners, as well as with children and communities to develop strategies for establishing or strengthening complaints mechanism.
  • Conduct regular visits to the regional, area and district offices to ensure that SG reporting system is working, and beneficiaries know how to report SG cases.
  • During field visits ensure that all SG concerns are reported effectively in line with the policy.
  • Gather information from all departments quarterly on the progress with implementing their action plans.
  • Update the case and risk register and collate information from departments, as well as the case register, into an analysis that the CSM can use to monitor progress with safeguarding.
  • Be the first point of contact for anyone wishing to make a complaint/raise a safeguarding concern.
  • To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
  • To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

  • Any other duties as assigned by the CSM that supports SG work at the organization level and within programmatic implementation.

Job Requirements

JOB SPECIFICATION

  • Bachelor’s degree in Social Science, Law, or any other related field.
  • Three to four years of experience in the area of Child protection, safeguarding, gender, social mobilization, HR, education and familiar with safeguarding and child safeguarding.
  • Ability to travel and work within challenging environments.
  • Multi-disciplinary experience of working successfully with managers to deliver major operational change with a track record of delivering results to high standards.
  • Experience of planning and undertaking training programmes/workshops at a range of levels (e.g. field workers, community based staff, project staff, SMT and beneficiaries).
  • Good written & verbal communication and report writing skills in English.
  • Good presentation skills.          
  • Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development.
