Job Description

SCOPE OF WORK:

The RMNCH Officer will be responsible for the field level implementation of Reproductive, Maternal, New-born and Child Health (RMNCH) activities and will ensure quality RMNCH service delivery through HSCs and mobile health teams. She/he works as a member of a health team at the sub-office and field.

KEY DUTIES AND RESPOSIBILITIES:

The RMNCH Officer will be responsible for carrying out the following RMNCH related activities but not limited to:

  • The implementation of Reproductive, Maternal, New-born and Child Health (RMNCH) activities and ensure quality RMNCH service delivery at Provincial/field levels.
  • Coordinate RMNCH and IYCF (Infant, Young, Child Feeding) activities with relevant Government Directorates, Basic Package of Heath Service (BPHS) and INGO/ NGOs at provincial level.
  • Regularly attend the RMNCH committee meeting at provincial level and adjust the RMNCH activities with the new approach.
  • Undertake regular supportive supervision to the project site and provide on the Job coaching and training for the MHTs staff to promote RMNCH and IYCF-E activities.
  • Conduct need assessment and identify the area of need for improvement and organize the capacity building plan for the RMNCH and IYCF-E staff. 
  • Collect RMNCH data from project team for further analysis and submission to Senior Health Officer and PPHD/MoPH on timely bases.
  • Meet regularly with beneficiary communities and leaders, to ensure project effectiveness and community involvement in decision making on the services.
  • Participate in capacity building activities for training of health facility staff on RMNCH, research, professional organization, and related committees and in continuing education opportunities.
  • Provide monthly activities report to Senior Health Officer.
  • Work closely with the International Medical Corps program teams, including other sectors, to develop applicable materials on protection, participation, health education, environmental protection etc.
  • Follow established departmental policies, procedures, and objectives; continuous quality improvement initiative; safety, environmental, and infection prevention standards.
  • Identify and report immediately any problem which interferes in the delivery of services or in achieving the program objectives to her/his immediate supervisor.
  • Perform any other task relevant to the scope of work as assigned by the supervisor.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity

Safeguarding

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 
 

Job Requirements

  • The candidate must be graduated from a recognized Medical Faculty as MD.
  • The candidate must have 2 years of experience in RMNCH or similar health projects with international or national NGOs. Preference will be given to the locals of the duty station.
  • Familiarity with HMIS online databases of MoPH will be an asset.
  • Good knowledge and experience of Health and nutrition training delivery.
  • Good understanding of project management cycle, especially M&E processes, and reporting.
  • Efficiency, result-oriented and excellent management, and training capabilities.
  • Ability to handle confidential and politically sensitive issues in a responsible and mature manner.
  • Excellent teamwork skills; cross-cultural and gender sensitivity.
  • Excellent command over Microsoft Office particularly MS excel and MS Word, planning and organization management skills.
  • The candidate should fluently speak Pashto, Dari and English languages.
  • The candidate must be willing to travel hard to reach districts of the province.
