Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Job Description

Position Overview
• Position Reports To: Risk Management Associate Director
• Location: Kabul (1)
Summary Scope of Work:
The Risk Manager will work with the RMAD to ensure security guidelines and measures are implemented.
Specific duties to be performed will include inter alia, the following:
Responsibilities:
 Monitor and implement Jhpiego security procedures, standards and policies.
 Monitor the local security situation through local media and networks providing regular information
and updates to the supervisor relative to on‐going and emerging security issues in the country.
 Assist the supervisor in RM activities that support Jhpiego‐UHI staff, premises and operations for all
locations where Jhpiego‐UHI personnel and/or eligible family members are present.
 Under the direct guidance of the supervisor, share information with Jhpiego‐UHI personnel that
would affect their safety and security and information regarding the actions to take in the event of
an emergency.
 Conduct physical security surveys of international personnel residences in accordance with the
Residential Security Measures (RSM) on behalf of the RMAD as required.
 Maintain inter‐office communication on security related issues.
 Collect day‐to‐day security updates and intelligence from relevant agencies (media, government
authorities etc.) and disseminate to staff.
 Assess threat, risk, vulnerability and make recommendations to RMAD to reduce staff exposure
 Assist to the RMAD to prepare/maintain/update security plan
 Ensure staff training/orientation re security roles. Develop security‐training modules for use by the
Jhpiego‐UHI international and local staff.
 Develop security‐briefing materials for new staff and visitors. Provide security orientation/briefing
for incoming or newly appointed UHI staff
 Maintain and review if required the incident reporting and mapping system. Ensure that up to date
incident map is available for all UHI staff on a regular basis.
 Ensure that appropriate systems are in place to effectively disseminate security information and
updates of the security situation to UHI staff.
 Submit a security update (to include situational analysis, actions taken, and actions recommended)
to RMAD on a regular basis.
 Ensure that regular security meetings are conducted with relevant RM staff
 Undertake security assessments of programmed areas and potential programmed areas as
requested by SMT report on findings and design necessary improvements.

 Undertake reviews of individual security procedures and policies as requested and make
recommendations to further enhance security.
 Liaise with UN, government, diplomatic and consular officials and community leaders in the process
of gathering and verifying security information on a regular basis.
 Provide recommendations to UHI staff as to ways in which they can effectively reach out to gain
acceptance from and improve their image in host communities.
 Assist the supervisor in the development of Jhpiego‐UHI routine risk management documentation
including security contingency plans such as, but not limited to, emergency, fire and evacuation
plans.
 Provide clearance for provincial field travel for UHI staff and ensure regular contact with staff and
drivers on field missions.
 Develop route schedules and maps for international and national shuttles.
 Activate the security phone tree as instructed by the RMAD when the security situation dictates it
and implement advisories.
 Alert staff/Update staff members on security threats and propose measures to respond them.
 Work closely with RMAD on all RM related issues.
 Work closely with provincial RMOs and gather information/advisories on the security situation in
their areas. Provide security updates and travel information.
 Backstop RMAD in his/her absence and supervise the risk management team.
Perform other duties/Responsibilities as assigned by supervisor

Job Requirements

Job Requirements and Qualifications:
 A bachelor’s degree in Business Administration or similar field of study
 Minimum 5 years’ experience in similar positions of increasing responsibility with USAID‐funded
projects or other international organizations.
 Experience managing humanitarian relief and/or transitional programs.
 Highly developed interpersonal and communication skills required, including influencing,
negotiation and coaching;
 Strong management skills with good understanding of managing international, cross‐cultural teams;
 Demonstrated attention to detail, ability to follow procedures, meet deadlines and work
independently and cooperatively with team members.
 Excellent organizational, time management and interpersonal skills with a detailed oriented
approach. Excellent reporting writing skills.
 Good oral and written communication skills in English and Pashto/Dari
 Excellent computer skills, including competence in word processing, internet/e‐mail.
