The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.
The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains, and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.
Interventions projects progress
Enhance the ethical integrity and ensure that business activities, practices and processes comply with Cordaid and government laws and regulatory framework; draft and revise the compliance policies; ensure risk management, ensure that ethical and integrity considerations are integrated into decision-making, planning, M&E, reporting and contingency activities in Cordaid operations; train staff on compliance guidelines and legal changes ensuring that employees follow all applicable compliance policies; and act as a contact person and liaison between department heads and senior management.
Timeliness and quality of reports
Create and coordinate proper reporting channels for compliance issues; ensure timely reporting to management on matters of risk, compliance and legislation; and ensure record management systems are kept up to date.
Parts of programs and project proposals
Provide advice and input on compliance and risk issues in new proposals; identify risks associated with current and future business activities, including new relationships; and develop lessons learning exercises, identifying good practices in business activities.
Planning, monitoring and evaluation
Plan, execute and oversee risk-related interventions; assess and identify potential risks in Cordaid and partner organizations, develop proposals for dealing with and avoiding compliance risks; monitor compliance performance to identify the need for corrective action; conduct internal audits and reviews, ensuring that compliance procedures are followed; and conduct internal risk assessments to identify and manage risks.
Result communication and open data
Collects and filters necessary information for open data sources; promotes a culture of transparency and openness, encouraging employees to share information and report potential compliance issues without fear of retaliation; facilitates the sharing of information and ensures that data is accessible to authorized personnel; and deliver good qualitative and quantitative information to the manager in time.
Monitoring of partners
Monitor and assess partners in relation to the risk management and compliance framework; review existing monitoring tools to ensure business interventions are in compliance with national laws and global guidelines and best practices.
Capacity of partners with regard to accountability
Assesses the capacity of partners; and facilitates training as appropriate for staff in risk management, safety, compliance with rules and regulations, and identification, assessment and control of hazards in the workplace.
Knowledge, Skills, and Experiences
Appropriate understanding of national laws and regulations and international best practices in risk management and compliance with laws. Knowledge of and working experience with NGOs Risk Management and Compliance Frameworks. Understanding of the local context, cultural norms, and social dynamics within the country.
Bachelor’s degree, preferably post-graduate studies or a degree in law, business administration, management, or a related field; four years of experience in positions involving responsibilities relating to risk management, compliance and quality of results; excellent judgment with proven ability to deal with complex interrelated issues and strong analytical and problem-solving skills to develop solutions that address root causes; an excellent communicator with strong interpersonal and writing skills; proven skills in team building, capacity development and with ability to deliver quality results on time; demonstrated high level of integrity, objectivity, impartiality and fairness; proven management experience including expertise in planning, implementing, monitoring, and evaluating projects; and ability to provide effective guidance, support, and motivation to achieve organizational objectives.

An assessment phase can be part of the selection procedure. The assessment phase usually consists of a technical assessment followed by a competency-based written test and two interviews. However, there may be exceptions for a second interview, depending on the specific functions of a position.
